An Ordinance to amend the Comprehensive Zoning Ordinance adopted by the
Augusta, Georgia Commission effective September 16, 1997 (Ordinance No. 5960)
together with all amendments which have been approved by either the Augusta
Commission as authorized under the Home Rule Provisions of the Comprehensive
Zoning Map from Constitution of the State of Georgia"by changing the zoning from
Zone R-1A (One-family Residential) and Zone R-3A (Multiple-family Residential)
with a Special Exception to Zone R-3C (Multiple-family Residential) to expand an
existing Congregate Personal Care Home affecting property located on the northeast
right-of-way line of Sims Avenue, 150.0 feet northwest of Old Savannah Road;
thence, in a northwesterly direction along the northeast right-of-way line of Sims
Avenue a distance of 127 feet,more or less,to a point;and for the repeal of ordinances
in conflict herewith and for other purposes:
THE AUGUSTA, GEORGIA COMMISSION HEREBY ORDAINS:
SECTION I. That the Comprehensive Zoning Ordinance adopted by the Board of Commissioners of
Richmond County on the 15th day of November, 1983, the caption of which is set out above, is
amended by changing the Comprehensive Zoning Map by changing the zoning from Zone R-1A
(One-family Residential) and Zone R-3A (Multiple-family Residential) with a Special Exception to
Zone R-3C (Multiple-family Residential) to expand an existing Congregate Personal Care Home as
follows:
Beginning at a point located on the northeast right-of-way line of Sims Avenue, 150.0
feet northwest of Old Savannah Road; thence,in a northwesterly direction along the

northeast right-of-way line of Sims Avenue a distance of 127 feet, more or less, to a
point;thence,in a northeasterly direction a distance of 202.02 feet to a point;thence,
in a northwesterly direction a distance of 45 feet,more or less,to a point;thence, in a
northeasterly direction a distance of 200 feet, more or less, to a point; thence, in a
southeasterly direction along the southeast right-of-way line of Barbara Road a
distance of 100 feet, more or less, to a point; thence, in a southwesterly direction a
distance of 200 feet, more or less, to a point; thence, in a southeasterly direction a
distance of 54 feet, more or less, to a point; thence, in a southwesterly direction a
distance of 206 feet, more or less, to the point of beginning. This property contains
approximately 1.05 acres and is known as 303 Sims Avenue and 304 Barbara Road.

SECTION II. This amendment to the Comprehensive Zoning Maps for Augusta, Georgia is
subject to the following stipulations:
1. The only permissible uses of the property shall be a Congregate Personal Care Home or
a single-family residence.
2. No further structural additions for the purpose of residential use shall be permitted on the
subject properties.
3. The personal care home shall be limited to 18 clients residing and receiving care, subject
to minimum space requirements set by the Georgia Department of Community Health and
all other applicable standards.
4. The applicant shall provide a total of 10 off-street parking spaces.
SECTION III. All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby
repealed.
