UNITED STATES ARMY GARRISON
AND
RICHMOND COUNTY EMERGENCY MANAGEMENT AGENCY
FOR
Land Mobile Radio (LMR) Communications

This is a Memorandum of Agreement (MOA) between the Richmond County
Emergency Management Agency, Augusta, Georgia, a political subdivision of the
State of Georgia, by and through its Board of Commissioners, and the United States
Army Garrison (USAG), Fort Gordon, United States of America, to provide LMR
communication interoperability for emergency responders.
1. PURPOSE: This MOA defines the agreement between the Richmond County
Emergency Management Agency (EMA), Augusta, Georgia and the United States
Army Garrison (USAG), Fort Gordon to provide an LMR to interface Richmond County
EMA with Fort Gordon Installation Operations Center(IOC) to provide interoperability
between both agencies during emergency and non-emergency situations.
2. RESPONSIBILITIES OF THE PARTIES:
2.1 USAG Fort Gordon will:
2.1.1 Provide one (1) Fort Gordon Land Mobile Radio (LMR), on an official
hand receipt, from Director Plans, Training, Mobilization, and Security, Emergency
Manager (EM), Fort Gordon, Georgia, to Richmond County Emergency Management
Agency (EMA).
2.1.2 Fort Gordon IOC will conduct monthly LMR checks on the first Thursday
of each month at 0930 to ensure effective communication.
2.3. Richmond County EMA will:
2.3.1 Participate in monthly LMR checks on the first Thursday of each month at
0930 to ensure effective communication.
2.3.2 Will utilize the LMR to communicate with Fort Gordon IOC, Fire &
Emergency Services, and Law Enforcement through the existing Richmond County
Talk Group and if necessary other identified talk groups based on the incident.

3. PERSONNEL: Each Party is responsible to provide adequate personnel in order
to achieve the specific responsibilities as indicated in section 2.
4. GENERAL PROVISIONS:
4.1 POINTS OF CONTACT: The following points of contacts (POC) will be used by
the Parties to communicate in the Implementation of this MOA. Each Party may
change its point of contact upon reasonable notice to the other Party.
4.1.1 For the USAG Fort Gordon:
4.1.1.1 Mr. Patrick Dennis, NEC LMR Manager, 706-791-9938.
4.1.1.2 Ms. Jewell R. Green, SAM 706-791-8747.
4.1.2 For the Richmond County Emergency Manager:
4.1.2.1 Christopher E. James, Augusta Fire Chief, 706-821-1640.
4.2. CORRESPONDENCE: All correspondence to be sent and notices to be given
pursuant to this MOA will be address to:
4.2.1 Mr. Vincent A. Pacchiana, Fort Gordon EMA, 706-791-8921.
4.2.2 Ms. Mia Lucas, Richmond County EMA, 706-821-1155.
4.3 REVIEW OF AGREEMENT: This MOA will be reviewed annually on or around
the anniversary of its effective date for financial impacts and triennially in its entirety.
4.4 MODIFICATION OF AGREEMENT: This MOA may only be modified by the
written agreement of the Parties, duly signed by their authorized representatives.
4.5 DISPUTES: Any disputes relating to this MOA will, subject to any applicable
law, Executive Order, Directive, or Instruction, be resolved by consultation between
the Parties or in accordance with DoDI 4000.19.
4.6 TERMINATION OF AGREEMENT: This MOA may also be terminated at any
time upon the mutual written consent of the Parties.
4.7 TRANSFERABLITY: This Agreement is not transferable except with the written
consent of the Parties.

4.8 ENTIRE AGREEMENT: It is expressly understood and agreed that this MOA
embodies the entire agreement between the Parties regarding the MOA's subject
matter.
4.9 EFFECTIVE DATE: This MOA takes effect beginning on the day after the last
Party signs.
5. FINANCIAL DETAILS:
5.1 This MOA does not document the obligation of funds between the Parties.
5.2 ECONOMY ACT DETERMINATION AND FINDINGS: The Supplier has
determined that the capabilities exist to render the requested support without
jeopardizing its assigned mission.
