Introduction 4 2. General Description of the Application 5 3. Key features 7 4. Implementation activities 14 5. Architecture 18 Confidential 2 Schneider ' Electric Summary The intent of this document is to provide the City of Augusta with a proposal for implementation of Schneider Electric's Water Network Optimization(WNO)software suite as an add.on to the City of Augusta's existing Wonderware SCADA. The document describes the functionalities and expected benefits for the water operations department, the implementation services that will take place as part of the project as well as the cost of the services and software licenses associated to this project. The project has been split into two main phases, each one with specific deliverables. This approach will allow the City to gain access to features as the project evolves. Confidential 3 Schneider cf` Electric 1. Introduction As the leader in supervisory control and data acquisition(SCADA)systems for water and wastewater, Schneider Electric is constantly enhancing its Wonderware product family to provide its users with more functionality to help them fulfil their day to day responsibilities in the most efficient way. Part of this evolution is based on Water Network Optimization(WNO),a system designed to help water distribution operators and managers to reduce the risk and the cost associated to their day to day activities by accessing more meaningful information to allow a proactive control of the service versus the traditional approach of reacting to incidents or events. The City of Augusta has invested time, resources and money over the years to build its SCADA system based on Schneider Electric's Wonderware technology.Considering the intensive use that today the City of Augusta gives to its Wonderware SCADA,Schneider Electric introduced WNO to the City as a natural evolution of this system. Furthermore, the City has invested over the years in other software systems to support in the day-to-day provision of water supply services(geographical information system, customer information system, hydraulic model,etc.). With WNO,we bring all these data together into a water distribution operation envonronment within Wonderware. In doing this,WNO adds new meaning to these existing systems, providing additional value compared to the use of these softwares in isolation. In doing so,Schneider Electric proposes the City of Augusta to implement WNO as an extension of their current Wonderware SCADA,further enhancing the functionality of this system while capitalizing on the investment that the City has already made. As a result, the City of Augusta will experience improvements in their preparation and response times towards planned events, such as infrastructure repairs,or unplanned events such as pump failures or main breaks. Likewise, the City should realize improved response times towards service issues, like pressure complains, identifying whether the responsibility falls on the City side or the customer side, saving time and resources by not sending crews out based on unchecked data. Last,WNO will provide the operators with additional data that will help them identify bottlenecks and/or operational inconsistencies before they happen(i.e.water age issues or low pressures), saving time and money by addressing them before they become a real problem. Confidential 4 Schneider OElectric 2. General Description of the Application Water Network Optimization Suite(WNO)has been designed for water distribution network operators who want to reduce cost and risks associated to network operation by speeding up decision making and forecasting the impact of operational activities.WNO is provided as an add-on to the existing Wonderware SCADA system used by the City of Augusta to monitor the water distribution network. The solution provides simulation and control capabilities that dramatically enhance and expands the existing Wonderware SCADA's functions by combining historical, real-time and forecast data within the SCADA interface, without any other middleware module for the operator. It also includes a workflow engine that automates the response to events based on the City's existing protocols, helping reduce the time it takes to avoid or solve an incident. WNO brings the data from other systems within the organization together in a water distribution operation context within the City of Augusta's Wonderware. SCADA,adding value to the investments that the City already made. As a result of the project, the City of Augusta's Wonderware SCADA will be enhanced with the following main functions: • Enhanced network monitoring:the system provides real time Information about flow, pressure and water quality conditions in the water distribution network for all the nodes and customers, including those that are not measured by field sensors/devices. • Forecast water network behavior:the system is able to predict the behavior of the water distribution network's hydraulic and water quality parameters for the following 48 hours and raise alarms based on the future state of these parameters when required. This prediction is dynamically generated based on the real time data gathered by the SCADA. • Real time what if scenarios:The system allows the operator to create operational what if scenarios and visualize the results of these scenarios for easy comparison and decision making, all based on real time data. • Single point of information for control room operators:the system presents all the information directly in the existing SCADA HMI, by incorporating in the SCADA alerts related to level of service breaches(outage, pressure and water quality issues),thematic maps related to current and future operating conditions of the network, option to simulate the effects of what-if operational scenarios, possibility to notify alarms to water network managers and field technicians on duty. • Utility wide view: in order to share relevant data to other stakeholders within the organization, the system includes a web based HMI where input data and simulation results for the entire network can be visualized, in the form of thematic maps, time series graphs, tables and longitudinal profiles. Real time what if scenarios WNO provides the possibility of launching what-if operational scenarios and provide the operator with information about whaat would be the impact of that event or action in real time. Confidential 8 Schneider ,' Electric These scenarios can range from virtually closing valves,to shutting down pumps, taking pipes out of commission for maintenance, etc.and the results are calculated while taking the effect of these actions throughout all the network in the next 48 hours. Additionally to the hydraulic results, the system provides operators with a normalized score. This normalized score compares the results of the what-if scenario with the"business as usual"situation (i.e. not doing anything)while taking into consideration the whole network and tells the operator whether whether that action will improve the network as a whole or if, in turn, will have negative impacts compared to the current situation. These scenarios can be launched from the HMI and will be conducted based on real time data. Further, using this functionality does not require any special hydraulic skills or entering any additional operational data into the system. ,Aum x lw. • W W .. {{ •r-. Schneider Electric assumes that the City of Augusta will provide the required environment for the installation and implementation of WNO as defined in Section 5. Calibrated hydraulic • Geographical data. model created from Each pipe shall be registered as a line with coordinates, elevations geographical data and inner diameter as absolute minimum information. Addition (pipeline coordinates and information on length, material, roughness, year laid etc. will be elevations),equipment used if available. Elevation data shall be available equally spread specific data and over the pipeline network to be able to assign pipeline elevation to consumption data, is each pipeline end and connection point. Accurate elevation points assumed to be available are required for all equipment and components. to serve as input to the Special locations and equipment must be registered with operational tool. coordinates and elevation. Alternatively, calibrated • Equipment specific data. model imported from The required data can be grouped in to groups: characteristic data EpaNet. such as pump curves or tank volume and status/measurement data, describing the actual status of a piece of equipment at a given time (E.g.the open/close status of a valve) or giving a measurement at a given time (E.g. flow measurements from a flow meter). Status/measurement data are available from the SCADA system and have to be listed as data tags in the model. The correctness of the data provided will be reflected in the accuracy of the calculations (metered values are assumed to have a good accuracy). • Consumption data. Confidential 16 Schneider ' Electric Consumption at all consumption points should be available as historical record of Time Series (hourly values) or as the total consumption for a given period together with the consumption pattern for the period (time repartition of consumption). All consumption not accounted for will be considered as a leakage loss by WNO. • Calibration. The model is assumed to have been calibrated. Remote connection For the implementation the SWS team will require a way to remote connect to the WNO installation at City of Augusta. Confidential 17 Schneider CElectric 5.
