E Lump Sum $115,000 Additional Services $ 35.000 Total Lump Sum PO Amount $150,000 SCOPE OF SERVICES(SOW): I. General: The purpose of the services provided by JLA under this contract is to provide engineering design support for the extension of a sanitary sewer (approximately 2,700 LF), water main (fire and potable)connector and looping (approximately 5,200 LF), and irrigation (non-potable)supply main (1 approximately 2,000 LF)from existing and proposed AUD utilities serving the Cyber Campus(Scheme 3, attached) at its perimeter. The design shall coordinate with and serve phased construction (demolition, restoration, modernization and new)while maintaining service to existing facilities. II. Existing Conditions: A. Survey(Task 1.A)-JLA will utilize an as-built survey, including underground utility location work, presently underway with Fort Gordon for the CCoE campus project. It will be supplemented by isolated survey work performed under this contract relative to the location of the North Trunk Sewer terminus, the future B Street 12" water main upgrade and the future 8th Ave. 16" water transmission loop installed by AUD under separate contracts. B. Geotechnical Information: JLA will utilize existing and new geotechnical information available by Fort Gordon for the CCoE campus project for this work. III. Utility Design(Task 1.B): Note—AUD will make available to JLA all available design and/or as-built drawings related to existing and proposed(B St. and 8th Ave.)water lines in the project area. A. Utility Corridors:The design effort will include development of utility corridors within the campus for AUD utilities and, where possible, other utilities (power, gas, communications, and heating and chilled water, etc.). JLA will develop standard cross-sections specifying individual utility locations within the corridor, spacing between utilities and depth of utilities. Cross Campus Sewer Extension(CCSE): 1. Point of Tie-In:JLA will coordinate with WRT engineers on their design of AUD's North Trunk Sewer(NTS),with respect to the horizontal and vertical location of sewer at its terminus on the south side of 8th Ave.The NTS and the CCSE will be installed at the depth to serve all facilities by gravity, existing and future, north of Chamberlain Ave. and be coordinated to clear other existing and proposed utilities serving the campus. 2. Sewer Capacity:The CCSE will be designed to serve proposed CCoE facilities and remaining existing facilities north of Chamberlain Ave.and to receive possible additional pumped sewage flow(s)from a lift station(s)assigned by AUD serving facilities south of Chamberlain Ave. 3. Sewer Routing (Approximately 2,700 LF): JLA will coordinate the horizontal routing of the CCSE with the approved Cyber Campus master plan to optimize construction and serve new buildings MCA1 through MCA4 and restored buildings(i.e.-Allen Hall)and to maintain service to existing buildings. The routing will anticipate future building lateral connection points and accommodate future building expansions based on the best available information. 4. Reconnections(approximately 4):The CCSE will provide reconnections of the existing gravity sewer located west and northwest of Greely Hall and Allen Hall prior to demolition to maintain continuous uninterrupted service. 5. Demolition: The plans will incorporate a phased demolition plan of existing sanitary sewer north of Chamberlain Ave. specific to the Cyber Campus through completion of MCA4 construction. 6. Schedule: It is JLA's understanding that the NTS and CCSE must be completed by second quarter 2019. This includes reconnections of the existing gravity sewer located west and northwest of Greely Hall and connection of Allen Hall. JLA schedule is to complete final design of the CCSE within the same time frame that the design of the NTS is completed. C. Cross Campus Water (potable and fire) Connector(CCWC) (Approximately 5,200 LF): Note: AUD will make available to JLA all available design and/or as-built drawings related to existing and proposed(B St.and 8th Ave.)water lines in the project area. A fire water/potable water loop will be provided for new buildings to provide two points of supply and as needed to accomplish a maximum fire hose lay of 350 feet from fire hydrant to any point on the building. 1. Utilizing the approved campus plan from the CCoE project(see attached), JLA will route and detail a 12"CCWC from Chamberlain Ave.to the south side of 8th Ave. It will include a future extension south to B St. Routing will follow the CCSE where possible. Additional 12" loop mains will be routed to provide two points of supply and to a maximum fire hose lay of 350 feet from fire hydrant to the building. 2. Connections will be detailed initially to Chamberlain Ave.and ultimately to the future 12"B St. water main replacement line and the 16"water transmission loop along 8th Ave. 3. Connections will be coordinated with potable water service connections and fire risers for MCA1 through MCA4. Information for MCA1 and MCA2 is anticipated to be available during the design. Best judgement will be used to serve MCA3 and MCA4. 4. Coordinate location of fire hydrants to adequately serve MCA1 through MCA4 and provide a maximum hose lay of 350 feet from fire hydrant to each building and a maximum distance of 150 feet from fire hydrant to the building's fire department connection. 5. Schedule: It is anticipated that the MCA1 project will be served by two connection(s)to the existing 12" Chamberlain Ave. water main for potable and fire water service. D. Irrigation(non-potable)Supply Main(ISM)(Approximately 2,000 LF): Extend existing 8"irrigation supply main to serve common areas around buildings MCA1 through MCA4 and through the campus, following the routing for CCSE and CCWC,where possible. The ISM will terminate with zone valves for each area. Individual zone design (spray head layout and design) serving campus landscaped areas is not included in this SOW. The ISM will be designed to provide a central control system Base Manager Ii with PC,server, software, and access to the internet. E. NPDES Permitting: JLA will prepare NPDES related documents and assist AUD in application for a NPDES permit. F. Meetings:Attend coordination meetings with AUD, DPW, CCoE campus project NE and private utility companies, to coordinate location and develop utility corridor concept where possible.JLA recommends that AUD take an active role in coordinating utility locations and possible common corridors which we believe would be to their benefit.
