An Ordinance to amend the Comprehensive Zoning Ordinance adopted by the
Augusta, Georgia Commission effective September 16, 1997 (Ordinance No. 5960)
together with all amendments which have been approved by either the Augusta
Commission as authorized under the Home Rule Provisions of the Comprehensive
Zoning Map from Constitution of the State of Georgia"by changing the zoning from
Zone R-1C (One-family Residential) to Zone R-3B (Multiple-family Residential)
affecting property located at the northeast intersection of Heckle Street and Heard
Avenue, and for the repeal of ordinances in conflict herewith and for other purposes:
THE AUGUSTA, GEORGIA COMMISSION HEREBY ORDAINS:
SECTION I. That the Comprehensive Zoning Ordinance adopted by the Board of Commissioners of
Richmond County on the 15th day of November, 1983, the caption of which is set out above, is
amended by changing the Comprehensive Zoning Map by changing the zoning from from Zone R-
1 C(One-family Residential)to Zone R-3B (Multiple-family Residential)as follows:
Beginning at a located at the northeast intersection of Heckle Street and Heard
Avenue,being the point of beginning;thence,in a northeasterly direction along the
northeast right-of-way line of Heard Avenue a distance of 287 feet,more or less to
a point; thence, in an southeasterly direction a distance of 139 feet, more or less, to
a point; thence, in a northeasterly direction a distance of 92 feet, more or less, to a
point; thence, in a southeasterly direction along the southeast right-of-way line of
Warren Street a distance of 76 feet, more or less, to a point; thence, in a
southwesterly direction a distance of 130 feet, more or less, to a point; thence, in
southeasterly direction a distance of 136 feet, more or less, to a point; thence, in a
northeasterly direction a distance of 153 feet,more or less, to a point; thence, in an
southeasterly direction a distance of 53 feet, more or less, to a point; thence, in a
southwesterly direction a distance of 196 feet, more or less, to a point; thence, in a
westerly direction a distance of 38 feet, more or less, to a point; thence, in a
southwesterly direction a distance of 210 feet, more or less, to a point; thence, in a

northwesterly direction along the northwest right-of-way line of Heckle Street a
distance of 303 feet,more or less,to the point of beginning. This property contains
approximately 2.39 acres and is known2083 Heckle Street and 2026 Warren Street.
Tax Map 035-3-238-00-0 and 035-3-216-00-0. Reference is hereby made and it is
incorporated herein and made a part hereof for a more complete and accurate
description of the metes, bounds and location of said property.
SECTION II. This amendment to the Comprehensive Zoning Maps for Augusta, Georgia is
subject to the following stipulations:
1. The development shall not exceed 43 units (23 -2 bedroom and 20— 1 bedroom), and
overall density of 17.2 units/acre, in accordance with the submitted conceptual plan.
2. The applicant shall conduct a traffic study to determine whether road improvements
will be required.
3. All required parking shall be provided off-street,an additional 0.25 spaces per unit shall
be provided as guest parking. Parking shall be enclosed in a fence screened with
landscaping in accordance with the requirements of the Tree Ordinance.
4. The developer shall coordinate with Traffic Engineering to explore the feasibility of a
designated multi-use path along Heckle Street extending to the Walton Way
commercial corridor.
5. Facades of existing warehouse buildings shall be preserved to maintain aesthetic
cohesion. New building facades shall be designed in a manner that is complimentary
to the existing architectural style.
6. Sidewalks shall be installed on the subject parcel.
7. A lighting plan shall be included with the development plans.All exterior lighting shall
be downcast and/or directed away from adjoining residences.
8. A Development Plan meeting all applicable state and local codes and ordinances in
effect at the time of plan submission must be submitted and approved prior to permit
issuance.
9. Detention pond shall be underground.
SECTION III. All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby
repealed.
