HomeMy WebLinkAboutORD 7553 AMEND SECTIONS 302 AND 400 OF THE SUBDIVISION REGULATIONS OF AUGUSTA, GEORGIA ADOPTED BY THE AUGUSTA COMMISSION ON MARCH 18, 1997 BY PROVIDING FOR ADDITIONAL INFORMATION TO BE INCLUDED IN THE SUBDIVISION PLAN SA-51 ORDINANCE NO.1553 A resolution by the Augusta, Georgia Planning Commission recommending that the Land Subdivision Regulations be amended as follows: AN ORDINANCE TO AMEND SECTIONS 302 AND 400 OF THE SUBDIVISION REGULATIONS OF AUGUSTA, GEORGIA, ADOPTED BY THE AUGUSTA COMMISSION ON MARCH 18, 1997 BY PROVIDING FOR ADDITIONAL INFORMATION TO BE INCLUDED ON THE SUBDIVISION PLAN: THE AUGUSTA COMMISSION HEREBY ORDAINS: SECTION I. That the Ordinance regulating the subdivision of land in Augusta, Georgia, is amended by adding to ARTICLE III - Requirements for Development Plans and Final Plats and Provision for Inspection - Section 302 - Development Plan—Information to be Included: NN. Pursuant to Section 400 of these Regulations, ensure that all proposed streets shall provide satisfactory alignment for continuation of existing, planned, or platted streets with which they are to connect, including internal and external connectivity and providing for future access to undeveloped property adjoining the subdivision. (Future access shall be in the form of stub-outs containing sub-grade, base, paving and right-of-way all to the City of Augusta standards, similar to the streets in the existing subdivision, and constructed to the external property line for the future continuation into unsubdivided lands adjoining the subdivision.) Traffic calming measures shall be employed in all new subdivisions with the approval of the City Engineer and the Traffic Engineer. 00. Pursuant to Section 400 of these Regulations, ensure that multiple accesses into a subdivision are provided for additional ingress and egress, and public safety at a rate of: 1) greater than one hundred (100) lots - at least two (2) entrances 2) greater than two hundred (200) lots at least three (3) entrances 3) greater than three hundred (300) lots at least four(4) entrances on to a public street or must interconnect to an adjoining/adjacent existing publicly maintained street, road or highway. Note: Requirement for multiple entrances shall be based on the cumulative number of lots for a contiguous development, whether or not it is developed in phases. Subdivision entrances shall be no closer than two hundred (200) feet, as measured from the street centerlines. Y SECTION II. That the Ordinance regulating the subdivision of land in Augusta, Georgia, is amended by adding to ARTICLE IV- Design Standards - Section 400 - Standards for Streets: J. Street Layout: The street layout of the subdivision shall be in conformity with a plan for the most advantageous development for the subject property and for the entire neighboring area. a) All proposed streets shall provide satisfactory alignment for continuation of existing, planned, or platted streets with which they are to connect. b) Streets shall be laid out in a manner to maximize internal and external connectivity, avoid excessive vehicular speeds, minimize cut-through traffic between thoroughfares,promote pedestrian safety, minimize dead-end streets, and avoid excessive block, straightway lengths and cul-de-sacs that exceed 1,000 feet in length. c) Street layout shall be designed to provide future access to undeveloped property adjoining the subdivision. Future access shall be in the form of stub-outs containing sub-grade,base, paving and right-of-way all to the City of Augusta standards, similar to the streets in the existing subdivision, and constructed to the external property line for the future continuation into unsubdivided lands adjoining the subdivision. If the Planning Director, or the City Engineer require that the stubout be provided with a temporary turnaround, such turnaround shall conform to the requirements of the City Engineer for size and materials. 1) Stubout streets are intended to allow continuity in street patterns and connectivity among residential subdivisions. In determining the number and location of such stub- outs, the Planning Director, in consultation with the Developer, shall take into account the terrain and natural features of the adjoining undeveloped property,and the potential streets system for the adjoining undeveloped property d) Traffic calming measures shall be employed in all new subdivisions with the approval of the City Engineer and the Traffic Engineer. K. Multiple Accesses: Multiple accesses into a subdivision are required to be provided for additional ingress and egress, and public safety. a) Any subdivision exceeding one hundred (100) lots shall be provided with at least two (2) entrances on to a public street or must interconnect to an adjoining/adjacent existing publicly maintained street, road or highway. Subdivision entrances shall be no closer than two hundred (200) feet, as measured from the street centerlines. c) Any subdivision exceeding three hundred (300) lots shall be provided with at least four (4) entrances on to a public street or must interconnect to an adjoining/adjacent existing publicly maintained street, road or highway. Requirement for multiple entrances shall be based on the cumulative number of lots for a contiguous development, whether or not it is developed in phases. Subdivision entrances shall be no closer than two hundred (200) feet, as measured from the street centerlines. The Planning Director may waive the requirement for more than three accesses if an Emergency Vehicle Access is provided. Such Emergency Vehicle Access must be in the form of a 31' wide paved street with subgrade and base to City of Augusta standards and with the location being approved by the Planning Director, the City Engineer, and the Traffic Engineer or, if in the opinion of the Planning Director, such continuations may not be appropriate where they provide for access between substantially different uses or where they will result in adverse traffic impacts on existing neighborhoods or existing traffic patterns and access, all access requirements may be waived. The Emergency Vehicle Access must have, at a minimum, a 60' right-of-way. SECTION III. That the Ordinance regulating the subdivision of land in Augusta, Georgia, is amended by deleting the following in ARTICLE IV—Design Standards - Section 400 - Standards for Streets: F. Dead-end streets designed to be so permanently, shall not be longer than one thousand (1,000) feet except where land cannot be otherwise subdivided practicably. The Planning and Development Department staff shall have the authority to waive this restriction if it is their opinion that it is warranted to do so. All permanent dead-end streets shall be provided at the closed end with a turn-around having a street-property line diameter of not less than eighty(80) feet. Turn-arounds of this nature shall have a paved diameter of not less than sixty (60) feet. Dead-end streets intended to be continued at a later time shall be provided with the same turn-around as required for a permanent dead-end street, but only that portion to be required as right-of-way when the street is continued shall be dedicated and made a public street. SECTION IV. That the Ordinance regulating the subdivision of land in Augusta, Georgia, is amended by adding the following in ARTICLE IV—Design Standards - Section 400 - Standards for Streets: F. Dead-end streets designed to be permanently closed at one end shall not exceed seven hundred(700) linear feet, as measured along the centerline of the street, from the center of the right-of-way of the connecting street to the center point of the turn-around. Additionally, dead-end streets must have interconnectivity with adjoining vacant property that has the potential for future subdivision lots by means of a future street stub designed with the equivalent of the right-of-way, sub-grade, base and paving of the streets in the subdivision being created. j /: ! f i } , , , , . ,.,. S ii NOT MORE THAN ",FuTuRE STREET t3 11 baV E 8 y \s„ The Planning and Development Department staff shall have the authority to waive the restriction of the seven hundred (700) linear foot restriction on the length of a dead-end street, if it is their opinion that it is warranted to do so based on environmental constraints, natural conditions, unusual topography or the peculiar shape of the subject property making it impossible for connection to nearby or adjacent existing roads or stub into adjacent property. In those cases, dead-end streets designed to be permanently closed at one end shall not exceed eight-hundred (800) linear feet(an approximately 15% increase in the required length), as measured along the centerline of the street, from the center of the right-of-way of the connecting street to the center point of the turn-around. In the case of a subdivision with only one entrance, the distance, as measured along the centerline of the street, between the center of the right-of-way at the subdivision entrance to the farthest turn-around of any street within the subdivision shall determine the length of the cul-de-sac. All permanent dead-end streets shall be provided at the closed end with a turn-around having a minimum diameter of not less than one hundred (100) feet to the legal right-of- way line/property line. Permanent turn-arounds of this nature shall have a paved riding surface diameter of not less than eighty (80) feet to the outside edge of the pavement(not inclusive of the curb and gutter). In multi-phased subdivisions, temporary dead-end streets, on streets intended to be continued at a later time, as based on an approved Development Plan, shall be provided with the same size turn-around as required for a permanent dead-end street, but only that portion to be required as right-of-way when the street is continued shall be dedicated and made a public street. Cul-de-sacs shall be avoided wherever possible by connecting new subdivision roads with nearby or adjacent existing roads. The Planning and Development Department shall determine whenever such connections are required. In all subdivisions, whether single-phase or multi-phased, all reasonable efforts shall be made to provide current or future connections with existing nearby roads and/or with proposed future roads in an attempt to eliminate excessively long cul-de-sacs. SECTION V. All Ordinances or parts of Ordinances in conflict with this Ordinance are hereby repealed. Done in Open Meeting under the Common Seal thereof this a d day of Combe{" , 2016.
