containing 0.19 acres and known as 1230 R. A. Dent Blvd. Tax Map 046-

Resolution authorizing the filing of an application with the Department of Transportation, United
States of America, and Georgia Department of Transportation, for a grant under Title 49 U.S.C., Section
5303.
WHEREAS, the Secretary of the US Department of Transportation and the Commissioner of the Georgia
Department of Transportation are authorized to make grants for mass transportation projects;
WHEREAS, the contract for financial assistance will impose certain obligations upon Applicant, including
the provision of the local share of project costs; and
WHEREAS, it is required by the United States Department of Transportation and the Georgia
Department of Transportation in accordance with the provisions of Title VI of the Civil Rights Act of
1964, that in connection with the filing of an application for assistance under the Federal Transit Act, the
applicant gives an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and the
United States Department of Transportation requirements thereunder; and
WHEREAS, it is the goal of the Applicant that Minority Business Enterprise (Disadvantaged Business
Enterprise and Women's Business Enterprise) be utilized to the fullest extent possible in connection
with this project, and that definitive procedures shall be established and administered to ensure that
minority business shall have the maximum feasible opportunity to compete for contracts and purchase
orders when procuring construction contracts, supplies, equipment contracts, or consultant and other
services.
NOW THEREFORE, BE IT RESOLVED BY Augusta Commission
1. That the Designated Official, Hardie Davis, Jr., Mayor hereinafter referred to as the “Official,” is
authorized to execute and file an application on behalf of Augusta Metropolitan Planning
Organization with the Georgia Department of Transportation, to aid in the financing of a technical
study grant pursuant to Section 5303 of the Federal Transit Act to implement specific items of the FY
2020 (metropolitan area) Unified Planning Work Program.
2. That the Official is authorized to execute and file such application and assurances or any other
document required by the U.S. Department of Transportation and the Georgia Department of
Transportation effectuating the purpose of Title VI of the Civil Rights Act of 1964.
3. That the Official is authorized to execute and file all other standard assurances or any other
document required by the Georgia Department of Transportation or the U.S. Department of
Transportation in connection with the application for public transportation assistance.
4. That the Official is authorized to execute grant contract agreements on behalf of the Applicant with
the Georgia Department of Transportation.
5. That the Official is authorized to set forth and execute Minority Business Enterprise, DBE
(Disadvantaged Business Enterprise) and WBE (Women Business Enterprise) policies and procedures
in connection with the project's procurement needs as applicable.
6. That the applicant while making application to or receiving grants from the Federal Transit
Administration will comply with FTA Circular 8100.1D, FTA Certifications and Assurances for Federal
Assistance 2020 as listed in this grant application and General Operating Guidelines as illustrated in
the Georgia State Management Plan.

meet local share requirements for this grant application.

DRAFT FY 2020 UNIFIED PLANNING WORK PROGRAM
SUMMARY OF PROPOSED WORK ELEMENTS
1. PROGRAM ADMINISTRATION WORK ELEMENTS
WORK ELEMENT 1.1 – PROGRAM COORDINATION
Purpose: The purpose of this work element is to complete all of the basic activities needed to coordinate the work
of Augusta Regional Transportation Study (ARTS) participants and insure compliance with all Federal and State
requirements.
Under this work element the overall work program schedule is monitored, reports are made to the Policy
Committee, Technical Coordinating Committee and Citizens Advisory Committee, and meetings of all ARTS
committees are organized and recorded. Other administrative activities are performed as needed.

WORK ELEMENT 1.2– TRAINING / EMPLOYEE EDUCATION
Purpose: To expand the working knowledge of transportation planning methods, tools, and procedures of the staff
members involved in ARTS activities.
Participation in transportation planning seminars, conferences and meetings is the focus of this work element.
Concentration will be on courses and conferences that focus on air quality, public involvement, intelligent
transportation systems, congestion management systems, environmental justice and intermodal issues.

WORK ELEMENT 1.3 - UNIFIED PLANNING WORK PROGRAM
Purpose: The Unified Planning Work Program (UPWP) is the work program for transportation and
transit administration. and planning activities for the Augusta Regional Transportation Study (ARTS).
The UPWP documents the planning priorities for the ARTS study area and describes all planning
activities (work elements) to be performed with transportation and transit planning funds.
The work element descriptions are the heart of the UPWP. The following information is included for each
work element: purpose, nature of the activity, end product, funding source, responsible agencies and
accomplishments during the preceding year. Activities involved in preparing the UPWP include a review of
planning issues, development of goals and objectives to address those issues, and development of a planning
program which meets the stated goals and objectives.

2. PUBLIC INVOLVEMENT WORK ELEMENT
WORK ELEMENT 2.1 – COMMUNITY OUTREACH / EDUCATION
Purpose: To provide information to ARTS participants and the general public about the transportation planning
process, to respond to requests for information from the public, and to foster meaningful public input into all
transportation plans, programs and projects.
Public involvement is integral to the success of the regional transportation planning process. The ARTS
Participation Plan, adopted on June 7, 2007 (updated December 17, 2017), guides community outreach, education,
consultation and public input in the regional transportation planning process. The Participation Plan includes
strategies for consultation with interested parties, public access to information, public outreach and education,
obtaining public input and evaluation of the participation tools and techniques used in the transportation planning
process.
ARTS staff will implement the strategies outlined in the Participation Plan to involve all interested parties in the
regional transportation planning process and the development and amendment of major transportation studies
undertaken as part of ARTS. The overall objective is to provide a process that is proactive, provides complete
information, timely public notice, full public access to key decisions, and opportunities for early and continuing
involvement. ARTS staff will continue to evaluate the effectiveness of these and other outreach activities and make
adjustments as necessary with the goal of obtaining meaningful public input on all ARTS activities.

3. DATA COLLECTION WORK ELEMENTS
WORK ELEMENT 3.1 - SOCIOECONOMIC DATA / ENVIRONMENTAL JUSTICE
Purpose: Maintain a comprehensive, up-to-date socioeconomic database for the transportation planning process.
Activity under this work element will focus on maintaining and updating the socioeconomic data needed for the
ARTS travel demand model. The principal activity involves the annual update of the following characteristics:
occupied housing units, school enrollment, employment (retail, service, manufacturing, wholesale and total), total
population and median household income. The work element also includes activities to identify the location and
makeup of EJ communities throughout the study area. It will also include activities related to updating the
boundaries of Traffic Analysis Zones (TAZs) as part of the 2010 Census.
The socioeconomic characteristics used in the ARTS travel demand model will be updated and major land use
changes will be noted as they occur. The EJ data will be used to assess the impact of transportation projects on EJ
communities. The basic socioeconomic data will be aggregated at the traffic zone level. EJ data will be aggregated
at the Census Tract level. The MPO, with assistance from Columbia County will continue to maintain the data for
the Georgia portion of the study area. Aiken County will maintain the data for the South Carolina portion of the
ARTS area. The Georgia Department of Transportation will continue to maintain the ARTS travel demand model.

WORK ELEMENT 3.2 - LAND USE MONITORING
Purpose: Maintain an up-to-date land use database for providing access to Essential Services for all under-served
populations and the transportation planning process. Land use information is useful in annual update of
socioeconomic estimates for the study area
This work element involves monitoring changes in land use from one year to the next. ARTS staff will review new
site plans, subdivision plats and related information to evaluate the timing and location of land use changes taking
place in the study area. Changes in land use may, in turn, trigger adjustments in socioeconomic data or have other
impacts on the transportation system.

WORK ELEMENT 3.3 – TRANSPORATION SURVEYS, MODELS AND ANALYSIS
Purpose: To promote and encourage traffic safety throughout the ARTS area. To compile and distribute historical
and current crash statistics and other data related to traffic safety to the public at-large and to state and local
officials responsible for traffic and transportation safety. To work with other stakeholders to implement provisions
in the applicable state highway safety plans.
This work element involves collecting intersection accident data from the ARTS area counties and compiling into
an annual report. Accident data will be compiled on intersections in Augusta-Richmond County where twenty (20)
or more accidents have occurred in the past calendar year. Data will also be collected on Columbia County
intersections where ten (10) or more accidents have occurred. Aiken County will be responsible for the collecting
and compiling intersection accident data for the South Carolina portion of the ARTS area for inclusion in the report.
Accident data will be collected from intersections where ten (10) or more accidents have occurred or where there
have been one or more fatalities.

WORK ELEMENT 3.4 – ENVIRONMENTAL JUSTICE / TITLE VI (44.24.22)
Purpose: Identify residential, employees and transportation patterns for access to Essential Services for all under-served
populations, as defined under Executive Order 12898 and Title VI of the 1964 Civil Rights Act, and address those needs by
increasing the partnerships with the organizations that serve them. Title VI complaint process has been adopted by ARTS and
APT to ensure all individuals the rights and opportunities wishing to participate in the department’s programs are given an
equal chance to participate and / or receive departmental services or benefits. ARTS and APT jointly updated the Title VI
Program for Augusta Georgia to comply with FTA regulations and guidance of (49 CFR Part 21) in accordance with Circular
FTA C4702.1 B issued October 1, 2020.

WORK ELEMENT 3.5 – GIS DEVELOPMENT & APPLICATIONS
Purpose: To use local Geographic Information Systems (GIS) and internet websites in the transportation planning
process. Update computer hardware and software as necessary to keep pace with changes in GIS and other
computer programs.
Under this work element ARTS staff will use Geographic Information Systems (GIS) and the internet to collect,
analyze and display transportation-related information. GIS maps will be used to create maps for ARTS-related
reports and presentations. The internet will be used to gather additional information (e.g. reports, data) used in
transportation planning. Computer hardware and software will be purchased for use in regional transportation
planning.

4. SYSTEM PLANNING WORK ELEMENTS
WORK ELEMENT 4.1 – METROPOLITAN TRANSPORTATION PLAN
Purpose: Update and maintain the ARTS Metropolitan Transportation Plan (MTP) in accordance with
transportation planning regulations. The update of 2045 MTP was contracted out during the 2019 fiscal year and is
expected to be completed and adopted in September 2020.
This work element involves making changes, as necessary, to the ARTS Metropolitan Transportation Plan.
Amendments may be necessary due to new regulatory requirements, changes in socioeconomic conditions, the
identification of additional transportation needs, or to take advantage of unforeseen project funding opportunities.
ARTS staff will monitor the status of the MTP and coordinate any changes to it. Any amendment to the MTP is
subject to the review and consultation process in the ARTS Participation Plan.

WORK ELEMENT 4.2 - CONGESTION MANAGEMENT (44.24.01)
Purpose: To continue implementing the ARTS Congestion Management Process (CMP) and incorporating
congestion mitigation strategies and projects into the Metropolitan Transportation Plan and TIP. The process was
contracted out to consultants to update. The update will describe the framework for the ongoing process and
include elements of the roadway system, traffic level of service standards, performance elements, trip reduction and
travel demand. This update is expected to be completed and adopted in March 2019.
The Congestion Management Process (CMP) is integral to transportation planning and must be part of the planning
process in the ARTS area. Activities under this work element will include completing the annual travel time survey,
publishing the annual ARTS CMP Report, and implementing specific congestion management strategies identified
in the CMP Report. The APDD will cooperate with local and state agencies in implementing the congestion
management strategies.

WORK ELEMENT 4.3 - INTERMODAL PLANNING (44.23.01)
Purpose: To incorporate bicycle, pedestrian, transit, freight and non-motorized transportation planning activities
into the overall ARTS transportation planning process. To implement projects that resolve conflicts between modes
of transportation, such as rail / highway conflicts, and projects that improve connections among modes of
transportation.
This work element will be used to foster a transportation system that accommodates bicycle, pedestrian, transit,
freight and other non-motorized means of transportation. Activity under this work element will continue to focus
on evaluating the highway / rail conflicts in the ARTS area, to evaluate the needs of freight haulers, to explore
opportunities for intermodal transportation projects, and to identify possible solutions to problem locations as they
are related to intermodal connections. Additional Intermodal studies will be completed as needed.

WORK ELEMENT 4.4 – SPECIAL TRANSPORTATION STUDIES –
WORK ELEMENT 4.4.1- 2045 PERFORMANCE BASED MULTIMODAL METROPOLITAN
TRANSPORTATION PLAN UPDATE
Purpose: The 2045 MTP is due in September 2020. This update will begin during the FY 2019 and will contain
updates that are necessary as a response to changing transportation needs and priorities, and conform to
metropolitan transportation planning regulations and guidelines. The MPO will have procured a consultant to
complete the update and its various components including the following: Project Prioritization and Performance
Based Planning to include measures and targets as required by the FAST ACT.

Purpose: To provide planning and administrative assistance to Augusta Public Transit.
Under this work element, the MPO staff will provide assistance to Augusta Public Transit (APT) in preparing
financial and operation's reports required by the SAFETEA-LU (Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users). Assistance in the preparation of the National Transit Database
(NTD) reports will also continue. Additional administrative assistance will include: Preparing required
certifications; Updating annual Title VI assurances; Providing opportunity for public hearings on grant applications
and fare/service changes; Processing procurements involving Federal and State funds; Assisting in planning for
transit system capital investments that will lead to increased security for the transit system; Monitoring
requirements of the grant process (e.g. labor certifications, third party contracting, bidding and award process;
Developing the Georgia public transportation portion of the Unified Planning Work Program; and providing
technical assistance on any transit related issues facing APT.

Purpose: Update and maintain the ARTS Metropolitan Transportation Plan (MTP) in accordance with
transportation planning regulations. The update of 2045 MTP was contracted out during the 2019 fiscal year and is
expected to be completed and adopted in September 2020.
This work element involves making changes, as necessary, to the ARTS Metropolitan Transportation Plan.
Amendments may be necessary due to new regulatory requirements, changes in socioeconomic conditions, the
identification of additional transportation needs, or to take advantage of unforeseen project funding opportunities.
ARTS staff will monitor the status of the MTP and coordinate any changes to it. Any amendment to the MTP is
subject to the review and consultation process in the ARTS Participation Plan.
MARTINEZ AREA ACCESS MANAGEMENT PLAN
Purpose: The purpose of corridor planning is to analyze traffic and travel conditions along major transportation

2.31 acres and known as 1102 and 1016 Laney Walker Boulevard. Tax Map
046-4-757-00-0 & 046-4-766-00-0 DISTRICT I 1. Permitted uses of the
site be limited to multi-family apartments, professional offices, restaurants and
retail development. 2. The total height of any structure shall not exceed 4
stories or 75 feet, to include any altached or detached structures. 3. The
overall density shall not exceed 35 units per acre. 4. The total commercial
space in each building shall not exceed 25,000 gross square feet in area.
5. There shall no required front setback, a minimum l0-foot side setback and
a minimum rear setback of 25 feet. 6. The site must conform to the all related
provisions of the Augusta Tree Ordinance or applicable landscaping codes.7. The off-street parking requirement shall be 96 spaces as shown on the
concept plan. If during site plan review additional spaces are needed it will be
addressed. 8. A minimum of l0o/o of the site shall be dedicated to open space.
Such open spaces may include park, recreational or plaza primarily used for
public use. 9. The maximum lot coverage for each lot shall be 80%o,to include
building and impervious areas. 10. A fence or screen wall in the required
front yard shall not exceed four (4) feet in height. A fence or screen wall in the
required side or rear yard shall not exceed six (6) feet in height. l l. Any
outdoor storage shall be limited to enclosed buildings or screening with a 6
foot wood privacy fence or masonry wall. 12. No freestanding signs permitted
on the affected property without approval by the planning Commission.
Building or wall mounted signs are limited to a maximum surface area of 2
square feet per linear foot. Projecting signs may not project more than 5 feet
from the building wall it is attached except for canopy or awning mounted
signs. Window signs may not occupy more than 20 percent of the area of any
window. 13. Improve sidewalks on all adjacent streets to meet the latest
adopted ADA stindards. 14. New curb cuts must be permitted meet the
standards of Augusta Traffic Engineering Department. 15. Lighting in the
parking lot be directed away from nearby residences. 16. Final building
elevations and materials of the proposed structures are subject to design
review. 17. Minor changes to an approved PUD site plan may be handled
administratively by the Planning Director. 18. Any changes deemed major
will trigger the need to amend the original PUD site plan and require Augusta
Commission approval. 19. Building elevations must reflect those presented
with this application.

Interstate 14
WHEREAS, Interstate 14 is under construction in Texas, and officially opened on
January 26, 2017 near Killeen, Texas; and
WHEREAS, the community of Natchez, Mississippi and communities in Louisiana are
taking action to make an extension of I-14 a reality in their jurisdictions; and
WHEREAS, if extended to Augusta-Richmond County, Georgia, I-14 could run along
Highway 1; and
WHEREAS, I-14 will connect a significant number of military instillations, seaports,
major cities, and large highways to each other, and Augusta-Richmond County, Georgia, should
share in this significant extension; and
WHEREAS, this council desires that the local legislative delegation to the Georgia
General Assembly support an extension of I-14 to and through Augusta-Richmond County,
Georgia, and take any appropriate legislative action concerning highway extension.
NOW, THEREFORE, THE AUGUSTA GEORGIA COMMISSION HEREBY
RESOLVES: That the Augusta, Georgia Commission hereby respectfully request that the
local legislative delegation to the Georgia General Assembly support an extension of I-14 to and
through Augusta-Richmond County, Georgia, and take any appropriate legislative action
concerning highway extension. Let a copy of this resolution be forwarded by the Clerk of
Council to each member of the local delegation to the Georgia General Assembly.

• I-14 will begin in west Texas (I-10) and end in Augusta, GA (I-20).
• Georgia section begins in Columbus, passes through Macon, and ends in Augusta.
• The first portion officially opened on January 26, 2017 in Killeen, TX and Fort Hood.
• I-14 Texas was Congressionally designated and is currently being built in segments.
• On January 29, 2018 members of Congress from Texas, Louisiana and Mississippi
created a congressional caucus to promote the expansion of Interstate 14 and to
introduce the necessary legislation to authorize that expansion.
• Places not connected to an interstate tend to be isolated, southern and middle Georgia
lack this vital connection.
Benefits of I-14:
Interstate Connection:
• I-14 will connect a significant number of military installations, seaports, major cities, and
large highways to each other.
• I-14 will be a major infrastructure improvement preparing GA cities along the route for
future growth, keeping them ahead of day-to-day commuter traffic.
• Middle GA cities will become thru-way cities and more accessible destination cities.
• In GA, I-14 intersects 5 other interstates and many other major highways: I-185 in
Columbus, I-75 and I-16 in Macon, and I-20 and I-520 in Augusta.
• I-14 would provide an alternative route from I-10 and I-20 reducing congestion in cities
along other routes like metro-Atlanta, a dream for the shipping industry, the everyday
traveler, and residents of
these congested areas.
• I-14 will connect rural
communities to cities and to
one another making travel
easier and aiding medical
facilities in rural areas in
their struggle for survival.
• Port Savannah, the nation’s
fastest growing port, will
have greater access to the
interstate system.

• I-14, the "Forts to Ports" interstate, will
connect numerous military installations
facilitating rapid deployment and
enhancing training opportunities.
• In Georgia, it will connect: Fort
Benning, Marine Corps Logistics Base,
Fort Gordon, Hunter Army Airfield, Fort
Stewart, and Warner-Robbins Air Force
Base.
• Because of the advantages to the
military, the Department of Defense should
support I-14, helping fight for funding.
Enhanced Economic Development:
• The areas through which I-14 will run are stricken with persistent poverty. Like the 14th
Amendment provides equal rights to all citizens, the interstate will relieve those
suffering from poverty by providing economic opportunity, thus one of its nicknames—
the “14th Amendment Highway.”
• It will provide these opportunities through multiple
forms of business development:
o Travel Related Businesses will benefit from the
influx of consumers.
o Manufacturing Businesses will be encouraged
to locate near the interstate. They will be better
connected to the rest of the country, making it
easier ship products.
o Agriculture Businesses will be able to carry their
perishable goods to market quicker, and migrant
workers will be able to travel from farm to farm
more efficiently.
o Construction Firms will directly benefit from the
construction work and maintenance of interstate.

Why Now?:
• So much growth is happening in
Georgia and I-14 would only amplify
this trend.
• President Trump’s agenda includes significant
spending on Infrastructure,
some of which should be earmarked
for I-14 development.
o Since the Tax Bill passed, next on the list is
infrastructure.
o A platform plank in the Trump campaign
was improvement of rural areas.
• Much of the infrastructure along the route is
already in place, i.e. the Fall Line Freeway.
(Obviously, it needs to be modified to meet
interstate standards.)
• A huge downside to the interstate system when it
was initially developed was the impact it had on
pre-existing communities; however, in the largest
cities I-14 goes through, this issue is moot because
limited access highways already largely exist:
o Columbus: JR Allen Pkwy. (Hwy 80)
o Macon: I-75
o Augusta: Deans Bridge Rd. (Hwy 1)
• Because three parts of I-14 lie on High Priority
Corridors—stretches of highway Congressionally
designated as needing improvement—these
sections are at the top of the spending priority
list. (One of these is Highway 80.)
Why build It?:
• We are facing many transportation issues—
traffic jams, bottle necks, lack of highway—I-14
would be a means to resolve a number of these
issues for many communities.
• Georgia has a proven, positive track record with
highway projects!
• There is nothing to lose with this interstate, but
much to gain!

What Needs to be Done:
• Have the legislature create a resolution advocating for the
support of I-14 through Georgia.
• Have the GDOT designate portions of route already built to
interstate standards and designate those areas as “I-14.”
• Publicize the project in municipalities along the I-14 route to
gain their support for the interstate.
• Encourage the proper local, state, and federal officials to
allocate funding.
