DATE: December 12, 2012 REVISED: January 4, 2013 BY: Ralph Salzmann, PE FEE: $151,000 Richard, This change order request is a result of the increased scope of work for the Inmate Processing Center. 1. The A/E RFP for the Inmate Intake Processing Center was bid with Program Requirements based on projections made in 2006. 2. Upon commencement of the project in 2012, new RCSO staff decided that the needs had changed, which increased the A/E effort for determining the new program. 3. Changes included: Adding extra holding cells, Eliminating rooms, Enlarging holding cells, Adding additional space for the Release and Transportation processes, Adding extra -wide corridors, which were required for the desired sight lines for security purposes 4. These changes resulted in additional design effort by the A/E team as well as for the future Construction Administration effort The Contract for Professional Architectural Services Between Augusta, Georgia and Johnson, Laschober & Associates, P.C. paragraph 8.1.1.3 states: "For the purposes of Subparagraph 8.1.1, should the Owner request additions to the Project which would cause a change or changes in the scope of the Program of Requirements or previously approved designs or design criteria, the CCAP shall be increased by the aggregate amount of such change(s) and the commensurate adjustment to the compensation will be negotiated." We propose the commensurate adjustment be based on the original design fee vs. CCAP stated in the RFP, or about 6.03 %. The Construction Contract Award Price (CCAP) listed in the Contract is $7,490,831 and is defined in the Contract as being equal to the Guaranteed Maximum Price (GMP). The originally Architect fee is $452,000 which equates to about 6.03% of the Contract CCAP. We request an additional $151,000 which is a rounded amount of 6.03% of the difference between the original CCAP and the GMP minus the Contingency. [( 10238175 - 245589 - 7490831) *452000/7490831]. We will distribute this amount as per the original contract and will request payment based on the current percent complete for the various phases.
