HomeMy WebLinkAboutAUTHORIZATION #21 WITH CAMPBELL AND PARIS FOR DESIGN & CONST SERVICES AIRSIDE PAVEMENT CRACK AT AIRPORTCPE Project Number 0733 -21 June 19, 2012 EXHIBIT "A" Augusta Regional Airport at Bush Field NARRATIVE SCOPE OF WORK FOR DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES WORK AUTHORIZATION NUMBER 21 AIRSIDE PAVEMENT CRACK REPAIR AND MARKING PROJECT PROJECT TITLE: DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR AIRSIDE PAVEMENT CRACK REPAIR AND MARKING PROJECT WORK AUTHORIZATION: Twenty One (21). It is agreed to undertake the following work in accordance with the provision of the Prime Agreement for Professional Services dated October 2, 2007. INTRODUCTION This Scope of Work provides for the Design and Construction Management Services for the Airside Pavement Crack Repair and Marking project at the Augusta Regional Airport at Bush Field (Airport). It is anticipated the project construction duration will take a total of 54 calendar days to complete. This project consists of preparing a Categorical Exclusion (CATEX) and Federal Aviation Administration (FAA) Form 7460 for the tasks listed below; performing a crack seal application to the pavements noted in the project documents; and performing a pavement remarking application to the pavements noted in the project documents. The staffing and organization for the Program /Construction Management Services for this project is commensurate with the scope and period of service required for this element of work. The proposed budget for the core staffing provides one on -site Resident Engineer who will be available on an as needed basis and is supported by and reports directly to the Construction Manager. The Construction Manager will coordinate all construction efforts with the Airport and provide supplemental RE coverage to cover construction schedules involving extended shifts or extended work weeks. The estimated hours for each position required to provide these services are detailed in the attached man -hour proposal. TASK 1— PREPARATION OF CATEX AND FAA FORM 7460 A. PREPARATION OF CATEX — It is anticipated the environmental concerns associated with this project will be covered by an FAA CATEX. Therefore, Campbell & Paris will prepare the required forms and submit the CATEX to Georgia Department of Transportation Aviation Programs (GDOT) for acceptance. B. PREPARATION OF FAA FORM 7460 — The Engineer will prepare the necessary forms required by the FAA and submit it to the FAA for review and acceptance. TASK 2 — PREPARATION OF CONTRACT DOCUMENTS The Engineering Design Services will consist of preparing the necessary construction documents (plans and specifications) associated with the tasks defined above in order for the City Procurement Department (Procurement) to advertise the project and receive bids from Page 1 of 4 CPE Project Number 0733 -21 June 19, 2012 interested contractors in order to award a contract to the recommended contractor. The design services will include, at a minimum, the following: Element 1 Construction Documents will include the necessary information for advertisement, instruction to bidders, bid documents, contract documents, appropriate bonds (bid, performance and payment) and construction specifications with copies of applicable FAA specifications and GDOT's Special Provisions to published specifications and any other requirements applicable to this project. Element 3 Construction Drawings will include at a minimum: A. Cover sheet listing the name of the airport, description of the project, project number and index of drawings. B. Legends, Abbreviations and Work Quantities listing summary of quantities with state specification number, description of item, unit of measure and estimated quantity. C. Site Access, Safety and Staging Plan shall include a sketch of the airport, existing airport property lines, airport operations area, Contractor access routes, general project safety data relative to the airport, contractor staging area, along with the necessary safety notes and details. D. Construction Phasing Plan will define how the project will be phased in order to minimize impacts to airport operations. E. General Safety Notes and Details shall include instruction to the contractor working on airport and needed safety details. F. Demolition Plans shall include the items to be removed and disposed of all items associated with this project. G. Layout Plans shall outline the scope of the work associated with the area to be crack sealed and remarked. H. Miscellaneous Details shall provide the details required by the Contractor to complete the tasks associated with this project. I. Cross Sections shall be provided showing the existing conditions of a section of pavement that requires the adjacent grass area to be leveled. Element 4 Provide Engineering Design Report and Project Cost Estimate - This project will be designed in accordance with the provisions of the FAA Advisory Circular 150/5300 -13. All construction details will conform to latest version of the FAA Specifications and GDOT Standard Specifications. The plans and specifications will be submitted to the FAA and GDOT for review and comments. TASK 3 - BIDDING AND AWARD PHASE SERVICES Campbell & Paris Engineers will provide the Airport with the following services: A. Assist in preparing the bid advertisement to be included in the local newspaper, B. Respond to questions from Contractors, C. Attend the pre -bid conference moderated by Procurement, D. Prepare addenda as necessary during the bid process, E. Attend the bid opening moderated by Procurement, F. Review and tabulate the bids provided by Procurement, G. Perform reference check on the apparent low bidder, Page 2 of 4 CPE Project Number 0733 -21 June 19, 2012 H. Make a recommendation for award, and I. Assist in executing contract with low bidder. TASK 4 — CONSTRUCTION PHASE SERVICES (Construction period estimated to be 8 weeks total) A. PRE - CONSTRUCTION CONFERENCES - The Engineer will conduct a formal pre - construction conference. The conference will be scheduled to permit Airport Staff, contractor representatives and other associated agencies to attend. The agenda and format will be in accordance with local agency guidelines and recommendations. B. SHOP DRAWINGS AND SUBMITTAL REVIEW - The Engineer will review and approve shop drawings /submittals, proposed by the contractor, for materials and products to be used on the project. C. CONTRACTOR PAYMENT REQUESTS (Estimated 3 Total Requests) — It is anticipated there will be 2 monthly pay requests, plus a final invoice requesting retainage to be released upon completion of the project. The Engineer will evaluate, coordinate, prepare, review and recommend payment requests to the Airport approximately every thirty days during construction. D. ROUTINE CONSTRUCTION MANAGEMENT — The Senior Project Engineer will be designated as the Project Manager and will be assigned for the duration of the project. The Resident Inspector and Senior Project Manager will respond to project requirements throughout construction including contractor questions, problems, claims and interpretations of contract documents. E. ON -SITE INSPECTION - The Engineer will provide an on -site representative on an as needed basis to inspect the work during construction. The Resident Engineer (RE) will monitor and document construction progress, confirm conformance with schedules, plans and specifications, measure and document construction pay quantities, document significant conversations, situations and visits /inspections by authorities and prepare the necessary field construction compliance reports for payment. The proposed man -hour budget assumes that one on -site Resident Engineer and one Construction Manager will be assigned to the project for the duration of this contract and be used on an as needed basis. During periods when construction activity on the site is minimal or none (e.g. weather prohibitive construction days, curing times, etc.) the RE will be assigned for partial duty to continue to coordinate construction efforts, make periodic updates and site inspections. F. FINAL INSPECTION AND PUNCH LIST COORDINATION - The Engineer will coordinate for final inspection and assist with the preparation of the final "PUNCH LIST' and document the accomplishment of the "PUNCH LIST" items to facilitate final project acceptance. Upon the contractor's successful completion of remedial work, the Engineer will recommend acceptance by the Owner. G. CONTRACT CLOSE OUT- FINAL ENGINEER'S REPORT — FINAL RECORD DRAWINGS The Engineer will assist the Airport with those requirements necessary to formally close -out the project at the conclusion of construction. The Engineer will coordinate and schedule a final inspection of the work with the Airport, local agencies and contractors. The Engineer will coordinate the preparation of a set of final "Record Drawings" from the contractor's red -lined markup set and a final Engineer's Report documenting the project construction. SCHEDULE: This work has already begun. Page 3 of 4 CPE Project Number 0733 - 21 BASIS OF COMPENSATION: The SPONSOR will compensate Campbell & Paris Engineers the following for the DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR AIRSIDE PAVEMENT CRACK REPAIR AND MARKING PROJECT in accordance with Exhibit B, which is attached and made part of this Agreement. NOWTHEREFORE, This Work Authorization is agreed upon for the scope of services, period of services and basis of compensation. The budget will not be exceeded without an Amendment to this Work Authorization.
