Approval to award the contract to CSRA Testing and Engineering Co., Inc. in the amount of
$49,315.00 was granted by the Augusta - Richmond County Commission on May 1, 2012. A

The Augusta Richmond County Commission, at their regular meeting held on Tuesday, May 1, 2012 took action on the
following items.
Approved to award contract for soils and materials testing services to CSRA Testing and Engineering in the
amount of $49,315.00. (Approved by Engineering Services Committee April 23, 2012)
14. Approved moving forward with the sanitary sewer extension project on Windsor Spring Road for Waigreens;
identified funding source Water and Sewer Renewal and Extension Fund; allow the Utilities Department to
meet with the developer to develop a mutually agreeable cost sharing agreement and bring back to
Commission (5/1) for final approval. (Approved by Engineering Services Committee April 23, 2012)
15. Approved to increase the funding for approved RFQ #11 -130: Task Order Program for Infrastructure for the
City of Augusta - Utilities Department in the amount of $1,500,000.00 for execution by CMI, Inc., Blair
Construction, Inc., Eagle Utilities, and Quality Storm Water Solutions as qualified and selected contractors for
subject RFQ. (Approved by Engineering Services Committee April 23, 2012)

I. Introduction
CSRA Testing and Engineering Company, Inc., was founded in Augusta, Georgia in 1968. Since that time our company
has continuously strived to provide professional testing and engineering services with the highest possible degree of quality
assurance.
This company's growth, existence, and reputation is based upon our capability to perform professional tests within the
strict, prescribed guidelines of technical associations, and government standards and regulations. Considerable pride and
expertise in procedures and manner of conducting technical tests have been the trademark for CSRA Testing and Engineering
Company, Inc.
The following pertinent information and advantages for selecting our firm to provide the subject services are presented
for your consideration.
(1) We have been providing engineering and testing services in Augusta- Richmond County for 44 years.
(2) All work is performed under the direct supervision of James M. Pope (Georgia P.E. No. 6271) or Henry R.
Coleman (Georgia P.E. No. 4831) with a combined 99 years engineering experience.
(3) We have a large staff of trained, equipped, and experienced technicians making us capable of meeting time
requirements, and giving prompt service.
(4) Our firm is accredited by AMRL (AASHTO Materials Referenced Laboratory), Cement and Concrete Reference
Laboratory (CCRL) and the U.S. Corps of Engineers.
(5) Our firm has more technicians, equipment, drill rigs, experience, accreditations, and expertise than any other firm
in the CSRA.

We have been at this same location for 31 years and have had an office within the city limits of Augusta for 44 years.
We are centrally located within Richmond County making us accessible and convenient to all anticipated construction
sites. All technicians will be permanently located to this address.
III. Work Description
All testing services will be performed by a qualified trained testing technician proficient in laboratory and field testing
standards and procedures. All work will be scheduled as requested by authorized city personnel and a maximum of 22
hour response time will be adhered to.
Each technician has undergone extensive training as approved by the AASHTO Materials Referenced Laboratory (AMRL)
and the Cement and Concrete Reference Laboratory (CCRL) and has passed written and on -site examinations.
All work and test reports are examined and approved by Jeffery S. Pope, Construction Services Supervision, with the final
prepared report checked by James M. Pope, P.E. before mailing. All test reports will be sent within 48 hours of
completion of the test.
All technicians, as well as, any part-time technician will have a truck, cell phone, troxler nuclear moisture density gauge
and a full set of concrete testing equipment. (See resumes in Item VI.)

December 14, 2010, an audit based on your AASHTO Accreditation was performed on documents
submitted by your laboratory. We examined the AMRL On -site Assessment Report No. 296N, dated
December 1, 2008, the CCRL Inspection Report No. F -129, dated March 3, 20 and the AASHTO
accreditation certificate effective December 22, 2010.
Your Quality System meets the requirements of the U.S. Army Corps of Engineers. The material
test methods that you are validated to perform for the. U.S. Army Corps of Engineers were determined
from the inspection reports from AASHTO and are as follows:
Concrete Tests: ASTM C31, C39, C138, C143, C172, C173, C231, C1064, C1077, C1231, and
E329.
Soil Tests: ASTM 0698, D1140, D1556, D1557, D2216, D3740, D4318, D6938, and E329.
We will add your laboratory to the list of commercial laboratories qualified to conduct material
tests for the U.S. Army Corps of Engineers; see the Materials Testing Center homepage at
