THE UNDERSIGNED HEREBY CERTIFIES that we have caused to be examined the
indices of the public records in the County of Richmond, State of Georgia, relative to the title
history of the real estate located in said State and County and described on Exhibit "A ", hereto
attached and by reference made a part hereof.
BASED UPON SUCH INVESTIGATION, it is our opinion that Augusta, Georgia, a
political subdivision of the State of Georgia is vested with a good, fee simple, record, and
marketable title to the real estate described on said exhibit and free and clear of all other liens,
limitations and encumbrances of record except the following:
1. Taxes for 2012 which are a lien, but not due and payable.
2. Easement to Jefferson County Electric Membership Corporation for the installation and
maintenance of electrical utility lines, dated June 4, 1938 and recorded in the Office of the Clerk of
the Superior Court of Richmond County, Georgia in Deed Book 13 -X, Page 88.
3. Easement to Jefferson County Electric Membership Corporation for the installation and
maintenance of electrical utility lines, dated April 3, 1978 and recorded in the Office of the Clerk of
the Superior Court of Richmond County, Georgia in Realty Reel 91, Page 136.
4. Easement to Jefferson County Electric Membership Corporation for the installation and
maintenance of electrical utility lines, dated February 15, 1989 and recorded in the Office of the
Clerk of the Superior Court of Richmond County, Georgia on Realty Reel 305, Page 450.
5. Order of Possession recorded in the Office of the Clerk of the Superior Court of Richmond
County, Georgia on Realty Reel 433, Page 1324.
6. Order of Possession recorded in the Office of the Clerk of the Superior Court of Richmond
County, Georgia on Realty Reel 509, Page 1985.
7. Right -of -Way Deed recorded in the Office of the Clerk of the Superior Court of Richmond
County, Georgia in Deed Book 24 -X, Page 535.
8. Right -of -Way Deed recorded in the Office of the Clerk of the Superior Court of Richmond
County, Georgia in Deed Book 24 -X, Page 302.
9. Right -of -Way Deed recorded in the Office of the Clerk of the Superior Court of Richmond
County, Georgia on Realty Reel 296, Page 738.
10. Any unrecorded claim or lien for work done or materials furnished in improving said
property within the past three (3) months; rights of parties in possession; boundary line disputes;
unrecorded easements and other matters not of record which would be disclosed by an accurate and
up -to -date inspection of the premises.
11. Deeds not properly indexed in the indices of the County.
12. Claims of rights of any person not appearing of record.
13. Dimensions of said property conveyed are taken from the records in the Clerk's Office and
might be altered by an accurate survey.
14. Such state of facts as would be disclosed by an accurate survey of the premises.
15. Easements granted to utility companies for the erection and placing of poles and/or utility
lines and the stringing of wire together with incidental rights of clearing and inspection.
16. Right -of -Way Deeds in favor of governmental authorities for the purpose of constructing
roads and roadways.
17. Applicable Land Use Ordinances and Building Codes.
18. No certification is made as to whether or not previous owner(s) have complied with all
environmental rules, regulations, laws, and statutes, to specifically include the Comprehensive
Environmental Response, Compensation, and Liability Act of 1980, of whether or not this site is now
or ever has been contaminated with hazardous substances.
19. Loss or damage arising from the vagueness or inadequacy of the legal description.
This Certificate is made for and is certified down to the 29th day of March, 2012 at 2:55 pm.

EXHIBIT A
All that certain tract or parcel of land, situate, lying and being in Augusta,
Georgia, containing 0.12 acres, more or less, and be shown and designated as
Parcel "A" on a plat prepared for Richmond County Board of Commissioners
by George L. Godman & Associates dated January 18, 2012 and recorded in
the Office of the Clerk of the Superior Court of Richmond County, Georgia
in Deed Book 8 page 57, reference being made to said plat for a more
complete and accurate description of said property, its exact location,
dimensions, metes and bounds.
Also, a temporary construction easement for the installation of a sewer line
lateral to the existing building as shown on the above described plat; to tie
said sewer line into the city sewer system; and to decommission the existing
septic tank and drain field. Said temporary easement is shown as
"Temporary Const. E'smt" containing 4,546 sq. ft. on the above described
plat, reference being made to said plat for a more complete and accurate
description of said temporary easement, its exact location, dimensions, metes
and bounds. Said temporary easement shall expire at the completion and final
acceptance of the Project by Augusta.
