SCOPE OF SERVICES:
Approval to begin programming and design work for the renovation of the existing administration area, old
medical area, and current transportation areas was given during the Owner - Architect meeting on December
1, 2011. To date, work has been completed through the Schematic Design Phase. Work is currently
continuing through the Design Development process.
The following is our understanding of the scope of work as per the results of the programming and reviews to
date:
1. Develop new Construction Documents in a phased approach based on the schematic drawings and
narrative dated 1/12/2012. Work for architecture and engineering disciplines include the following:
a. Architecture & Interiors.
b. Detention / Doors & Hardware.
c. Security electronics.
d. Electrical power and lighting.
e. Telephone and Data communications.
f. Complete HVAC replacement and plumbing reconfigurations.
g. Coordination with Program and Construction Manager.
2. New and /or update specifications associated with this scope of work
3. New and /or updated schedules (hardware, doors, equipment, etc.)
4. Scope allows time for forthcomiri significant coorskyafion and suppgamith Owner's Program and
5. Work to be included into Phase II permit package, application, submittal, coordination, meetings, etc.
(Local Authorities and State Fire Marshal)
6. Preparation of selective demolition drawings.
Clarifications
Scope does not include negotiations for variances, design waivers and /or deviations from the Local Issuing
Authority's standards.
This project is not subject to LEED- Renovation requirements and is to have no impact on the LEED status
for the new Inmate Processing Building.
No cost estimating is required for this scope of work.

This is not additional work caused by the NE including unusual or extraordinary requirements imposed by
the reviewing authorities.
We have not included the following.
1. FFE
2. Asbestos assessment
3. Acoustical /noise control analysis or treatments
4. Stamping or permitting of any vendor drawings and specifications
5. Additional soils borings
6. Additional permit costs
Scope is based upon information provide to design team and does not include any additional design due to
unforeseen conditions in the existing building not previously uncovered or discovered to date.
The scope, cost and schedule is predicated on the county's authorization to implement add service request.
A delay between phases will result in additional cost due to demobilizing and remobilizing the design staff.

Richard:
At our meeting this past Thursday, you requested that I write a letter to
detail how we have arrived at our fee proposal of $140,000 to perform the
NE services for the renovation of the administration area, the
transportation area, and the old medical area.
JLA created the proposal based on an hourly estimate of scope, which is
broken down into the normal project phases. For schematic design and
design development, the Engineers have spent a total of 112 hours with
billings of $11,500. Architectural has spent approximately 210 hours with
billings of $27,500. This was for documenting existing conditions and
developing, through discussions with the client, new floor plan
arrangements that would cause the least impact yet provide the necessary
functionality.
For the next phase, construction documents, we have estimated needing
282 hours for Engineering, including Engineers, designers and drafters.
This totals about $27,400. HOK has estimated needing 236 hours for
Architecture which totals about $26,500. HOK has factored in time for the
bidding process to review possible substitution requests, constructability
questions for 12 hours, $1,500.
For Construction Administration, the current plans are for the
Administration area to be renovated as the Inmate Processing building is
constructed. The dormitory areas, however, require an extended
construction schedule and thus NE dedicated to that schedule. We have
been told to expect a three -month extension. We expect the schedule
extension and additional administration required by the renovation to
require 140 hours ($19,500) for JLA, which includes Engineers and our

own architect, to perform the local day to day observations. HOK has
planned for and add of seventy -two hours at $11,000 to support the local
architect.
There is also time required for providing post - construction services. We
have estimated 24 hours for punchlists and 14 hours ($1,500) to review
close -out documents and develop As- Builts.
JLA will have two subcontracts as with the Inmate Processing Building.
We will have HOK for Architectural design and J&A Engineering for
Security design. Their fees are quoted to us as $66,500 and $4,550
respectively. As per our company standard practice, JLA is charging a
management fee, which is a nominal 15 %.
