This Memorandum of Understanding (hereinafter "Memorandum") made this
day of V ,2EH4, by and between AUGUSTA, GEORGIA,
as a political subdivision of the State of Georgia (hereinafter referred to as "Augusta, Georgia"
or "Augusta"), as Party of the First Part, and SOUTHEASTERN NATURAL SCIENCE ACADEMY,
(hereinafter referred to as "SNA') as Party of the Second Part.
WHEREAS, the SNA is the professional partneringentity of the 2011 Water Quality 319 Grant
Funds and assisting Augusta Engineering Department in Public Outreach & Education program
and Surface Water Quality Assessment Program;
WHEREAS, the specific purpose of the 319 Grant Fund is to expand existing water quality
monitoring program and implement activities for water quality improvements of local water
bodies in the Augusta through public outreach & education and utilization of relevant best
management practices;
WHEREAS, the 319 Grant funding entity Georgia Environmental Protection Division (EPD) has
determined that it would be of benefit to the citizens of Augusta, Georgia that funds from the
grant be used to develop public education and outreach activities to educate the citizens of
Augusta about protecting surface water quality through preventing the introduction of
contaminants of concerns into the storm conveyance system;
WHEREAS, Augusta has determined it would be of benefit to the citizens of Augusta, Georgia tm
contribute funding for the continuity of this project and expand existing surface water quality
monitoring program to collect additional data from each stressed watershed for identifying
problematic areas.
NOW, THEREFORE, as a desire of Augusta and NSA to properly coordinate the development and
implementation of these surface water quality protection activities, the parties hereby agree as

UNDERSTANDING
Augusta, Georgia and NSA do hereby agree to the fotiowing;
1, The NSA is developing and disseminating public outreach and community education material
through local media, public workshops, local school events and other available means. The 319
grant total estimated funds available for these activities are $79,350.00 over the grant duration.
Alt these activities shall be performed by NSA; while Augusta Engineering Department (AED) will
maintain program coordination and communication with the EPD (grant funding entity).
2. The NSA and AED shall expand existing water quality assessment program to collect
additional data from stressed creeks watershed for identify problematic areas using EPD
approved methodology.
3. The NSA shall produce relevant deliverable as specified in 319 grant workplan specifically
under Section-Deliverable and Section-Specific Outputs.
4. Augusta shall contribute $58,055 of its own funds toward the 319 grant's matching funds.
Augusta funding sources are: $52,055 in-kind funds (AED staff time and vehicle utilization) and
$6,000 AED environmental (stormwater) funds.
5. AED will also utilize funds not to exceed $24,000 from its environmental (stormwater) and
engineering operational funds to support expanded water quality assessment activities beyond
319 grant's workp|an.
6. The NSA shall submit quarterly reimbursement claim with detailed description of work done
during that quarter to AED within five days by end of the respective quarter. These
reimbursement claims shall be prepared in a format acceptable by the EPD to process 319
grants expenses submittals.
7 Upon completion of the activities funded by grant, material produced under this grant 319
will become property of Augusta. However, the NSA has non-exclusive rights to use this
material for their activities and scientific search purposes.
8. The NSA and AED shall explore ways to expand program beyond 319 grant's activities and
explore other sources of funding to carry out these activities

The NSA agrees to provide to Augusta Engineering Department any requested documentation
required under this MOU.
TIME:
This MOU will remain in effect for the life of 319 grant.
Both parties may terminate this MOU at any time by giving of thirty (30) days written notice of
such termination. Upon receipt of such notice of termination, NSA shall discontinue all work
under this MOU. Data gathered and material produced will become property of Augusta with
NSA maintaining the rights to use for public education arid scientific advancement purposes.
MISCELLANEOUS
1. This Memorandum of Understanding shall be controlled by and construed in accordance with
the laws of the State of Georgia.

This Memorandum of Understanding is the entire agreement between the parties, and may not
be amended, except by a writing executed by both parties.
