The Resource Development Committee of the Council of Juvenile Court Judges is pleased
to announce the grant awards for the 2011-2012 Purchase of Services for Juvenile
Offenders Proqram.
Richrnond County has been awarded, $7;5�Q.�U,.
Grants were awarded to all 145 counties that applied for funding. Maximum grant awards a
county could receive were $7,500.00 and the minimum was $1,000.00. Depending on your
application, the amounts awarded and the areas the funds can be used are: Community
Service, Education/Tutorial Assistance, Counseling, Psychological Evaluations, Drug
Screenings/Diagnostic Testing, and Therapeutic Care.
Please see the enclosed General Conditions for the county's approved grant budget and
approved categories. If your county received less than the application amount requested,
please contact Benita Brown, at the Council, to inquire about the procedure for requesting
the difference between what was requested and what was awarded.
Attached with this letter are the Grant Award Aqreement and the General Conditions.

bv October 28, 2011. If not received by the deadfine, the county's grant funds are subject
to deobligation. You can begin expending these funds effective October 1, 2011.

A grant award is hereby made in the amount and for the period shown above of a grant under the
Juvenile Justice and Definquency Prevention Act of 1974, P.L. 93-415, as amended, to the above-
mentioned subgrantee, in accordance with the plan set forth in the application of the above-mentioned
subgrantee and subject to the attached general and special conditions.
This award is subject to all applicabls rules, regulations and conditions as prescribed by the Govemor's
Office of Children and Families Grants Financial Manual, OMB Circulars A-87,A-110, Al22 and A-133
and the U.S. Office of Justice Programs Financial Guide. It is also subject to such further rules,
regulations and policies as may be reasonably prescribed by the State of Georgia and the United
States Department of Justice, consistent with the purposes and authorization of P.L. 93-351, as
amended.
This grant shall become effective actober 1, 20� 1, provided that this properfy executed original of the
Grant Award Aareement, along with the signed General and Special Conditions are retumed to the
Council of Juvenile Court Judges of Georgia by October28, 2011,

GENERAL CONDITIONS
Richmond County
1. The subgrantee (the county) understands that the Council of Juvenile Court
Judges of Georgia is the administrative facilitator of these grant funds.
2. Requests for proposals or invitations for bids issued by the subgrantee to
implement the grant project are to provide notice to prospective bidders that the
OJJDP organization conflict of interest provision is applicable in that contractors .
that develop or draft specifications, requirements, statements of work and/or
RFP's for proposed procurement shall be excluded from bidding or submitting a '

3. Alf contracts and purchases must be awarded in accordance with state and
federal regulations as specified in the Subgrantee Financial Manual. All
purchases of services must be in accordance with the standard rates within your
area. A criminal background check must be completed on any person
supervising juveniles performing community works.
4. The subgrantee agrees that when issuing statements, press releases, requests
for proposals, bid solicitations, and other documents describing the program,
funded in whole or in part with federal money, shall clearly state (1) the .
percentage of the total cost of the program which will be financed with federal
funds, (2) the dollar amount of federal funds for the project or program, and (3) !
the funding source of federal funds.
5. Subgrantee must provide written notification to the Council of Juvenile Court
Judges that this program has been implemented within thirty (30) days of the
date of this grant award. FAILURE TO DO SO MAY RESULT IN LOSS OF
�RANT Fl1NDS.
6. A project analysis report (Annual Statistical Report) must be sent to the Council
of Juvenile Court Judges on an annual basis.
7. The subgrantee must provide for an annual independent audit of its financial
operations including compliance with applicable federal and state regulations, in
accordance with OMB Circular A-128 Governrriental Organizations, Program
Activities and Functions, the Guidelines for Financial and Compliance Audits of
Federally Assisted Programs, any compfiance supplements approved by OMB
and generally accepted auditing standards established by the American Institute
of Certified Public Accountants as we{I as all applicable state laws.

The Purchase of Services Grant provides suppiernental funds Eor
restorative progsams such as the Restitutiocz Program to provide

PROBLEM STATEMENT:
Out technolo� cally enhanced societq calls for Judicial Systems to
also develop commnr.ucative measures relating to youth. As we,
Richmond Couniy Juvenile Court, e�volve from an adj'udicating to
an educating cour� we ase designating £unding dedicated to
promoting youth/family education in an effort to zeduce recidivism
and asnplify community tesources.
PROJECT GOALS/C?BJECTNES:
Tlus Purchase of Services Grant will fund educative oppom�ities
for acijudicated pouth in the form af sex-educarion pr bm:ams,
multimedia enricUment tools to be ut�lized in several group
settit�gs. Focus topics include, but will not be Iimited to: Anges
IVlanagement, Alcob.ol c� Drugs: Addictions & Treat¢�ents,
STD/SIT awareness, and even Self-Esteem.

PROBLEM ST!1TEMENT: .
Lunited resources pose a threat to pouth Mental �Iealth support,
often laclsing for the irnpoverished populous; support despetatelp
needed far propez juvenile socialization.
R.ichmond County Juven�le Court bas identified a partial panacea in
pzovicling Individual Counseling & In-Home Ctisis-Therapeutic
Services as available. These sen�ices are made possible by the
utilization of supplemental funding, Purcl�ase of Services Grant.
PROJECT GOALS/OBJECITU�S:
Our goa.l is to continue in-home, crisis counseling for aux many
juveniles who have limited hransportation and/ox resources.
Increased coping skills and addxessed Mental Heal.th needs wi21
a]Iow at-risk youth to prepa�e for liEe-long civYl parricipation in
non-marginalized madalit�es.
N. COUNSELING-GROUP:
PROBLEM STATEIvIENT:
We have seen an increase in the number of youth involved in
se�ual offenses.
The Safe Passage Program utilizes group processes which
encourage positive change. Led bp a licensed professional, who is a
cer�ified thetapist working with sesual-oFfendexs, this intensive
sixteen-week pxoatain has successfully completed twenty-two
groups oves an eight year span.
Addressiag Iower-level sesually offending youth, Richmond
Caunty�uvenile Court offe�s a 1Vlini Safe Passage Course which
serves as an informational series: Se$ual Battery, Foxnication,
Statutory Rape Laws, etc.
PROJECT GOALS/OBJE,CTIVES=
The goal is to circnmvent the potentiatity o€ se�cual predator
behaviors displayed in youth. Purchase of Services Gtant cvrrendy
provides the necessar�+ funding to offer youth the specialized
counseling aud education which enables informed decisions
conceming appropxiate sesual behavioss.
