As a follow-up to your recent memo, this is to inform you that an environmental review checklist has
been completed for CDBG for the property listed above. The project involves the demolition Qf a
commercial building and the rebuilding of the same type of building. The checklist revealed that one (1)
of the related Federal Laws and authorities listed at 24 CFR Part 58.5 applies to the property.
It was found that the property above is located less than 3,000 feet from a railroad. This is triggered a
mandatary Noise Study BEFORE any federal funding can be used for this project. The Noise Study must
indicate that the project is within acceptable limits in order to proceed. Please provide the following:
• The Name of the Company that owns the railroad
• The railroad Crossing number and its location (these are located at each railroad intersection)
• If possible, please provide a letter detailing:
o The average number of trans per day
o Hours of operation, hrs/day, and days/week
o The number of trains operating during the day and during the night
o Type of engines and how many per train
o Is the track welding or bolted
o The average speed of the trains
o How many whistles
The Housing and Urban Development Department's (HUD) environmental regulations do require that
Augusta-Richmond County document in its Environmental Review Record (ERR) to carry out any
requirements listed at 24 CFR Part 58.6 related to the Flood Disaster Protection Act, the Coastal Barriers
Improvement Act, and the purchase or sale of existing property in a Runway Clear Zone. I have reviewed
the locations of the Subject property and found it is not located in a special flood hazard area, coastal
barrier resources area, or runway clear zone.

What the site is used for now. Is it commercial, industrial, or residential?
1. Currently, the site is utilized for the Randall Carter Gymnasium that is non-functional. The facility
served as the College's recreational facility where intercollegiate competitions, community events,
campus events and other ceremonies and celebrations were held. I am not certain how one would
classify this facility, but it is definitely not classified as residential.
• Are there existing buildings on the site?
2. Yes, as mentioned in item #1, there is one existing building on the site: The Randall Carter Gymnasium
• Will there be demolition involved?
3. Yes, the Randall Carter Gymnasium will be dismantled.
• Who will benefit from the Wellness Center?
4. The Wellness Center will serve the entire Campus Community (faculty, staff, students) and will serve
and be accessible to the community and residents that are within the CSRA, but primarily those that are
located along the Laney Walker Blvd. corridor, Walton Way, Druid Park Avenue, Central Avenue and
Fifteenth Street.

The HEAL Health Factor
A Healthier Community — It's Essential
The HEAL Complex will be outfitted with laboratories that will serve the
needs of the academic programs. However, one of the laboratories will be
designated for stimulating and innovative research that will lend to the well-
being and quality of life for the campus and the surrounding community.
Under the HEAL Health and Wellness Community Lab, faculty, health
practitioners, health clinics, scientists, and students will come together to
address and solve contemporary health-related issues that are facing the
campus and the community. Transdisciplinary research and education will
marry to disseminate information to the community to promote health
literacy, healthier lifestyles that will lead to the decrease in health disparities
among disadvantaged groups.
TxE HEAL HEALTx CosT FACTOR --- The community is invited to make a
substantial investment to ensure the future of the HEAL Complex and bring
the HEAL's benefits to the College and to the community.
COLLABORATING P�tT�RS -- The College will encourage faculty to
collaborate with others to develop and share resources that will help to
address common health-related issues facing the community. Collaboration
will help to attract funding from external sources that will support the
objectives of the activities occurring under the Health and Wellness Lab.
Collaborating partners will seek funding from federal and state agencies,
corporations, foundations, legislative appropriations and private donors.
In conclusion, the HEAL Health and Wellness Community Research Lab
will become a hub for stimulating research, health services, innovative
intervention, and activities that will have a direct impact on the quality of
