Wheeler, Ill � Director TO: Environmental Review Record �� � FROM: Edkesha Anderson, Housing Program Coordinator DATE: September 29, 2011 RE: Environmental Review for the CDBG 1209 Druid Park Avenue Augusta, GA 30901 (045-2-325-00-0) As a follow-up to your recent memo, this is to inform you that an environmental review checklist has been completed for CDBG for the property listed above. The project involves the demolition Qf a commercial building and the rebuilding of the same type of building. The checklist revealed that one (1) of the related Federal Laws and authorities listed at 24 CFR Part 58.5 applies to the property. It was found that the property above is located less than 3,000 feet from a railroad. This is triggered a mandatary Noise Study BEFORE any federal funding can be used for this project. The Noise Study must indicate that the project is within acceptable limits in order to proceed. Please provide the following: • The Name of the Company that owns the railroad • The railroad Crossing number and its location (these are located at each railroad intersection) • If possible, please provide a letter detailing: o The average number of trans per day o Hours of operation, hrs/day, and days/week o The number of trains operating during the day and during the night o Type of engines and how many per train o Is the track welding or bolted o The average speed of the trains o How many whistles The Housing and Urban Development Department's (HUD) environmental regulations do require that Augusta-Richmond County document in its Environmental Review Record (ERR) to carry out any requirements listed at 24 CFR Part 58.6 related to the Flood Disaster Protection Act, the Coastal Barriers Improvement Act, and the purchase or sale of existing property in a Runway Clear Zone. I have reviewed the locations of the Subject property and found it is not located in a special flood hazard area, coastal barrier resources area, or runway clear zone. Compliance documentation must contain verifiable source documents and relevant base data. Compliance Factors: Statutes, Executive Orders, and Status Regulations listed at 24 CFR §58.5 A/ B Compliance Determination & Documentation Historic Preservation � If structure is located inside any National Register [36 CFR Part 800] Historic District, if the structure is more than 50 years old you must, or involves any earth movement in an area that identifies with potential cultural resources: (See Site Specific Checklist) • Consult with SHPO prior to having the Certifying Officer Approving the ER, because Section 106 has been triggered. • Notify Eastern Bank of Cherokee Indians (via email) if disturbing soil classified as Urban soil per the most recent Natural Resource Conservation Service, notify them via letter if disturbing soil is not classified as Urban Soil. (websoilsurvey.nres.usda.gov/app) • Consult with the Muscogee (Creek) Nation, OK Creek Nation of Oklahoma for NEW soil disturbance and Seminole Nation of Oklahoma Wewoka Agency for soil disturbance or when cultural resource is discovered. • Seminole Nation Oklahoma (Dania, Big Cypress, Brighton) Anytime SHPO is required, this THPO is required. Floodplain Management � If project is located in Floodplain, must provide [24 CFR 55, Executive Order 11988] documentation showing insurance and or flood elevation certificate(s) has been provided. (See Site Specific Checklist) Wetland Protection A Although the project includes soil disturbance, the [Executive Order 11990] GIS mapping system does not indicated wetlands where we are funding. We are funding in areas that are already residentially developed. (See Site Specific Checklist) (see attached wetland map) Coastal Zone Management Act A Augusta, Georgia is not in a coastal area we are [Sections 307(c), (d)] 100+ miles from the coast. Sole Source Aquifers A Per EPA list, there are no sole aquifers in Augusta, [40 CFR 149] GA www.epa.�ov/pgwdw/ssanp.html (see attached map) Endangered Species Act � Project site(s) is located in developed area. No [50 CFR 402] potential to affect endangered species is anticipated. (See Site Specific Checklist). Wild and Scenic Rivers Act A There are no wild and scenic rivers in Augusta, GA. [Sections 7(b), and (c)] www.nps.gov/rivers Clean Air Act -[Sections 176(c), (d), A Augusta is an attainment area. and 40 CFR 6, 51, 93] Farmland Protection Policy Act A The city is in an urban area the regulation does not [7 CFR 658] apply. Currently, the site is utilized for the Randall Carter Gymnasium that is non-functional. The facility served as the College's recreational facility where intercollegiate competitions, community events, campus events and other ceremonies and celebrations were held. I am not certain how one would classify this facility, but it is definitely not classified as residential. • Are there existing buildings on the site? 2. Yes, as mentioned in item #1, there is one existing building on the site: The Randall Carter Gymnasium • Will there be demolition involved? 3. Yes, the Randall Carter Gymnasium will be dismantled. • Who will benefit from the Wellness Center? 4. However, one of the laboratories will be designated for stimulating and innovative research that will lend to the well- being and quality of life for the campus and the surrounding community. Under the HEAL Health and Wellness Community Lab, faculty, health practitioners, health clinics, scientists, and students will come together to address and solve contemporary health-related issues that are facing the campus and the community. Transdisciplinary research and education will marry to disseminate information to the community to promote health literacy, healthier lifestyles that will lead to the decrease in health disparities among disadvantaged groups.
