Wheeler, llI e Director TO: Environmental Review Record � � FROM: Edkesha Anderson, Housing Program Coordina or DATE: September 26, 2011 RE: Environmental Review for the Homeownership Assistance Program Site 2142 Pepperidge Drive Augusta, GA 30906 (143-0-055-00-0) As a follow-up to your recent memo of September 26, 2011, this is to inform you that under the provisions of 24 CFR Part 58.35 (b)(5) the down payment assistance program is categorically excluded from the environmental review requirements of the National Environmental Policy Act (NEPA) and the related Federal laws and authorities listed at 24 CFR Part 58.5. Because the program is categorically excluded from environmental review, Augusta-Richmond County does not have to publish a Finding of No Significant Impact (FONSI) and does not have to submit an environmental certification and Request of Release of Funds (RROF) to HUD. The Housing and Urban Development Department's (HUD) environmental regulations do require that Augusta-Richmond County document in its Environmental Review Record (ERR) to carry out any requirements listed at 24 CFR Part 58.6 related to the Flood Disaster Protection Act, the Coastal Barriers Improvement Act, and the purchase or sale of existing property in a Runway Clear Zone. I have reviewed the locations of the Subject property and found it is not located in a special flood hazard area, coastal barrier resources area, or runway clear zone. The environmental review for the above referenced property is now complete.
