Director T0: Environmental Review Record `Ctr` FROM: Edkesha Anderson, Housing Program Coor tor DATE: September 26, 2011 RE: Environmental Review for the Rehabilitation Program • 215 Holloway Drive Augusta, GA 30901 (087-2-059-00-00) As a follow-up to your recent memo, this is to inform you that an environmental review checklist has been completed for the Rehabilitation Program on the property listed above. The project involves the rehabilitation of a single family home for a low-income family. The checklist revealed that none of the related Federal laws and authorities listed at 24 CFR Part 58.5 applies to the property. The Housing and Urban Development Department's environmental regulations require that Augusta- Richmond County, as is documented in its Environmental Review Record (ERR), carry out any requirements listed at 24 CFR Part 58.6 related to the Flood Disaster Protection Act, the Coastal Barriers Improvement Act, and the purchase or sale of existing property in a Runway Clear Zone. I have reviewed the location of the subject property and found it is not located in a coastal barrier resource area, or runway clear zone. However, the property is located in a special flood hazard area and is also the floodway (the rear of the property). This property will require an Elevation Certificate for flood insurance purposes and will also require flood insurance. Documentation must be arovided. Also, before any work can be started, Ms. Terri Turner must be contacted for work coordination purposes. The environmental review is now complete for the property listed above. Proceed to next category If New Construction, mitigation is required for projects which exceed an average day/riight level of 65 decibels (dB). If yes to any of the above, conduct a Noise Assessment using the noise calculator at http://www.hud. gov/offices/cpd/environment/dnlcalculator.cfm If the noise exceeds acceptable levels (65 to 75 dB) reject the site or mitigate to achieve acceptable or normally acceptable Noise levels. 4. Toxics: Observe the site for any evidence that a toxic material could be present on the site such as: distressed vegetation, vent or fill pipes, storage tanks, pits, ponds or lagoons, stained soil or pavement, pungent, foul, or noxious odors, past uses of the site.
