As a follow-up to your recent memo, a Noise Study has been successfully performed for the above referenced property. The Day/Night Noise Level Calculator indicates that the noise levels are within regulation parameters as set by the Housing and Urban Development Department. The project involves the acquisition and rehabilitation of a foreclosed single family home. The checklist revealed that one (1) of the related Federal Laws and authorities listed at 24 CFR Part 58.5 applies to the property. It was found that the property above is located less than 3,000 feet from a railroad. This is triggered a mandatory Noise Study BEFORE any federal funding can be used for this project. The Noise Study must indicate that the project is within acceptable limits in order to proceed. Please provide the following: • The Name of the Company that owns the railroad • The railroad Crossing number and its location (these are located at each railroad intersection) • If possible, please provide a letter detailing: o The average number of trans per day o Hours of operation, hrs/day, and days/week o The number of trains operating during the day and during the night o Type of engines and how many per train o Is the track welding or bolted o The average speed of the trains o How many whistles The Housing and Urban Development Department's (HUD) environmental regulations do require that Augusta-Richmond County document in its Environmental Review Record (ERR) to carry out any requirements listed at 24 CFR Part 58.6 related to the Flood Disaster Protection Act, the Coastal Barriers Improvement Act, and the purchase or sale of existing property in a Runway Clear Zone. I have reviewed the locations of the Subject property and found it is not located in a special flood hazard area, coastal barrier resources area, or runway clear zone.
