As a follow-up to your recent memo, a Noise Study has been successfully performed for the above
referenced property. The Day/Night Noise Level Calculator indicates that the noise levels are within
regulation parameters as set by the Housing and Urban Development Department. This project is now in
compliance with 24 CFR 58.5. Please proceed with your project.

As a follow-up to your recent memo, this is to inform you that an environmental review checklist has
been completed for the Neighborhood Stabilization Program for the property listed above. The project
involves the acquisition and rehabilitation of a foreclosed single family home. The checklist revealed that
one (1) of the related Federal Laws and authorities listed at 24 CFR Part 58.5 applies to the property.
It was found that the property above is located less than 3,000 feet from a railroad. This is triggered a
mandatory Noise Study BEFORE any federal funding can be used for this project. The Noise Study must
indicate that the project is within acceptable limits in order to proceed. Please provide the following:
• The Name of the Company that owns the railroad
• The railroad Crossing number and its location (these are located at each railroad intersection)
• If possible, please provide a letter detailing:
o The average number of trans per day
o Hours of operation, hrs/day, and days/week
o The number of trains operating during the day and during the night
o Type of engines and how many per train
o Is the track welding or bolted
o The average speed of the trains ,
o How many whistles
The Housing and Urban Development Department's (HUD) environmental regulations do require that
Augusta-Richmond County document in its Environmental Review Record (ERR) to carry out any
requirements listed at 24 CFR Part 58.6 related to the Flood Disaster Protection Act, the Coastal Barriers
Improvement Act, and the purchase or sale of existing property in a Runway Clear Zone. I have reviewed
the locations of the Subject property and found it is not located in a special flood hazard area, coastal
barrier resources area, or runway clear zone.

in response to your ina,uiries about CSXT train traffic in the vicinity of Augusta, Georgia
at Sibley Raad, we have provided the following information:
• An average of three trains per day pass through the area on the CSXT line in
Augusta. Train count is subject to change depending on customer demand.
• Trains operate 24 hours a day, seven days a week, 365 days a year.
• Aboufi ha(f aperate during day (ight hours and about half operate after 10:00 p.m.
• The trains have diesei locomotive engines with approximatefy 2 locomotives per
train.
• Car count per train can vary widely; generaliy trains have between 40 and 100
cars.
o The track is welded.
• The maximum track speed is approximately 25 MPH for freight trains.
• According to the Federal Railroad Administration's Train Horn Rule, enacted
June 24, 2005, afl crossings require foe�r whist{es, 2 long, 1 short, and 1 long.
Train horns must be between 96 and 110 decibels as prescribed by the FRA.
