The primary goals of the project is to minimize flood hazards, promote redevelopment of surrounding properties and improve neihborhoad recreatianal activities using sustainabie design methods. Project Approach: EMC wifl coiiect all available information, and review with the design team to cotlaborate for alternatives and concepts for the proposed fiood control facllity within the Rocky Creek watershed, EMC Engineering Services wil! have the design team meet with the City of Augusta Engineering Department to discuss the alternatives and concepts of the proposed projett. After comptetion of this meeting, fietd surveys of the project limits wili be performed to inciude cross sections of the creek and spot elevations of existing structures to an eleuation at or above Gordon Highway. Field surrreys will also include horizontal and vertical locations of existing c4nditions in order for the detention basin and area with proposed improvements can be delineated. EMC Engineering Services will have the design team meet with the Ciiy of Augu$ta Engineering Department to discuss the afternatives anl concerts of the proposed project. After completion of this meting, field surveys of the project {imits witl indude cross sections of the treek and spot elevations of existing structures to an elevatian at or above Gardon H+ghway. This wiN include horizontal and vertical locations of existing conditions in order for the detention basin and area with praposed improvements can be delineated. The information wilt ke kept in AutoCadd Civil 3D 2010, and used along wi#h data gathered at beginning of the project to complete hydrology and hydraulic modeling for the 24 hour — 10, 25, 50 and 100 year storm evets for the proposed deten#ion using SWMM S.O.C. The results wiil be presented in a report with summaries of computer runs, hydraulic profiles showing existing conditions, existing storm flow elevations which will be field verified. This information will b+ utilized to size the detention basin and outfall structure(s) and to determine the prnper dam heigfit for the spetfied storm events. The models wiil be rerun with proposed improvernents to show water surface elevatians fQr the detentiQn basin and downstream locations for the specified storm events. In addition, a plan view showing the required dttention basin, the buffer area that will serve as a recreational park and a preliminary construction cost estimate wilt tre in!uded in this report. This report wili be reviewed and discussed with the City prior to submittin to GA DNR, FEMA and USACE for their input for proper submittal of permit applications and modifications to the FEMA Flaod Map(s). EMC Augusta Branch Manager will meet with the Augusta Engineering Department to discuss the completed concept plan, estimated cost, and the required permitting. The dec3sions from this meeting wvill direct the design team to go forward with pretiminary plans for the detention basin and recreational park. The prelirninary plans for the detention basin, dam, outfall structure, utility relocation and general grading plans will be completed for submittal to the City of Augusta Engineering Departmnt. - - ,4 ,. . ' r , "_ - -_ . ' '< = ' ° , , - * „ ,„ v x `" 4 1 . . * ' . i ',"` ` k ' z e°,', $ } ,, . S ' _ ' h` t . 1 . y 1 F' -. r,''xy"t"vc ' ' i y 'i S takf` J' ,y _ t `' r ` k ` „ " ,,, r ,r „ #, ';r%aL; r t ,x -. i . ° u v. , . t ; 4 +. S ` ' t k .., . s Y a „ ,r, ', ca" . ,,; i . .."45 i.'s` . n -s _ + ' c ', " •„ "NS I: Zi .Y Y.,Y4b M°°, r 'F YC {' 1 ".5#k, . EMC understands that Augusta Richmond County recagnizes the environmental value of developing new sustainable design methods through the Augusta Sustainable Dvklopmert Agenda that proposes to utilize the best practices approach (Smart Growth) as the framework for the manaement of growth in targeted areas. It is the intent to design the Rocky Creek Drainage Basin Flood Hazard Mitigation project to protect environmentally sensitive areas while promoting growth. EMC understands the principles of sustainable design. From 2003-2006, EMC provided engineering design services for the construction of Abercorn Common Retail Development in Savannah, Georgia utilizing the principles of LEED for sustainable design. One method employed in the design included a cistern to collect rainwater from the roof of the entire shopping center, to the tune of 5,000,000 gallons per year. This water is then used for irrigation, reducing demand on this precious commodity. Also, preferred parking is offered for those wha drive hybrids or tenants who car paol and approximately one acre of porous pavement located throughout the parking lot allows stormwater to drain naturally, which reduces local flooding. In addition, over 85% of construction debris, which totaled aver 6000 tons, was kept out of the landfiil through recyeling or reuse. Recycled materials and those manufactured locally were used extensively throughout the projeet. Abereorn Common is the first all-retail LEED shopping center in the United States to become LEED certified (Leadership in Energy & Environmental Design) through the U.S. Green Building Council. Abercorn Common received Silver certification in April, 2006.
