OPERATIONAL AGREEMENT

THIS AGREEMENT is made and entered into as of this �_day of ���� , by
and becween The South Augusta Community Development Corporation and
� AUGUSTA, GEORGIA ("Augusta"). This agreement will remain in effect fot an initial
� term of one (1) year from the date above.

� WHEREAS, The South Augusta Community Development Cotporation will
�� accept the responsibility to staff, develop and implement sound programs for the best
', interest of this communiry; and
' WHEREAS, The South Augusta Community Development Corporation
deliberated that it would be beneficial to both the Augusta-Richmond County taxpayers and
local Augusta residents for The South Augusta Community Development Corporation,
and the Augusta Recrearion and Pazks Depaztment to joindy operate The Barton Village
Community Center, located at 3653 Rome Way.
NOW, THEREFORE, far and in consideration of the mutual promises and the
covenants contained herein, and other good and valuable consideration, the receipt and
sufficiency of which is hereby acknowledge, the parties agxee as follows:
A. Res�onsibitities of The South Augusta Communiry Development
Corporation shall operate and manage the facility and provide adequate
staffing of The Barton Village Community Center, which shall include the
following features:
1. Hours of Operation 9:OOam unti16:00pm Monday thru Friday.
2. The South Augusta Community Development Corporation shall
piovide staff for all rentals at the faciliry and follow the rental
guidelines provided by the Augusta Recreation and Parks
Department, and shall have all volun[eer staff execute and keep on

file a Volunteer Release Form (See Staffing Requirements
Attachment The South Augusta Community Development
Corporation shall insure that the faciliry is accessible to the
communiry fot rental and use public without discrimination as to age,
se�, xace, color, religion, nauonal origin, disability/handicap, or
political affiliation.

3. The Soath Augusta Community Development Corporation shall
formulate programs and activities for the The Barton Village
Community Center that meet the needs of the public without
discrixriuiation as to age, se:c, iace, color, religion, national origin,
disability/handicap, or political affiliation.
4. The South Augusta Communiry Development Corporation shall
ensure that all staff inembers obtain and maintain certification in
both First Aid and CPR.
5. The South Augusta Community Development Corporation shall
maintain current services and programs, including but not limited to
the Augusta Tech GED program, after school program and a
monthly senior citizen pro�am.
G. The South Augusta Community Development Corporation shall
provide a liaison with the Augusta Recreation and Parks Department
for the opexarion of the facility.
7. The South Augusta Community Development Corporation may
issue keys for The Barton Village Community Center to members
and officers of The South Augusta Community Development
Corporation and provide a list of persons issued keys to Augusta
Recreation and Parks Department.

8. The South Augusta Community Development Corporation shall
maintain an inventory of all supplies fumished by the Augusta
� Recreation and Parks Department of The Barton Village
Community Center and shall perform general maintenance of the
interior/exterior of The Barton Village Community Center, which
includes mopping, sweeping, and picking up their litter from
grounds. (See Staffing Requirements Attachment).
9. The South Augusta Communiry Development Corporation
shall maintain a current safery inspection of all existing equipment.
In the event that any equipment is deemed unsafe, that equipment
must be properly labeled unsafe and Recreation personnel must be
contacted immediately.
10. The South Augusta Community Development Corporation must
follow all safety guidelines set forth by the Augeista Recreation and
Parks Department which include notifying the Augusta Recreation
and Pazks Departznent unmediately in the following cases: break-ins
property damage, or emergencies.
11. The South Augusta Community Developrnent Corporation shall
be covered under the Volunteer Protecrion Act of 1997, 42 U.S.C.
14501, et seq.
12. All revenues received by The South Augusta Community
Development Corporation for services rendered at The Barton
Village Community Center shall be expended for materials,
supplies or other services that direcdy affect the operations of The
Barton Village Community Center.

13. Must provide a liability insurance policy in the amount of one million
dollars per occurrence, naming the City of Augusta and Augusta
Housing Authoriry as additional insured paxties.
B. Res�onsibilities of Augusta Recreation and Parks De�artment
The Augusta Recreation and Parks Department shall be responsible
for assisting The South Augusta Community Development
Corporation in the operaaon of The Barton Village Community
Center as follows
1. Supply all utilities, including telephone and internet service.
2. Perform all major repairs and normal maintenance for the upkeep of
the facility (painting, pesticide treaunent, cutting of grass,
xeplacement of lighting fixtures ) as allowed in the budget.
3. Provide for trash collection Erom existing canisteY on grounds.
4. Provide for stripping/waxing of floors within the facility.
5. Supply both programming and janitorial and cleaning supplies and
equipment as budgeted and approved by Augusta-Richmond Counry
Commission.
6. Provide administrative assistance and a liaison for The South
Augusta Community Development Corporation.
7. Supply all capital purchases, as needed depending on funding.
8. Provide assistance with approved special events that are programmed
by The South Augusta Community Development Corporation.
9. Maintain current alarm/emergency system.
10. Pzovide all necessary guidelines/manuals concerning building rentals
and safery questions.

11. Assume responsibility for break-ins and emetgency situations that
may arise.
12. Assume responsibiliry for liability as provided in the Volunteer
Protection Act to The South Augusta Community Development
Corporation.
The Augusta Recreation and Parks Department shall also provide the following
departmental contracts for The South Augusta Community Development Corporation:

This Agreement contains the entire agreement of the paxties, and no representatives,
inducements, promises oz agxeements, oral or othenvise, between the parties not embodied
herein shall be of any Eorce or effect.
IN WITNESS WHEREOF, the parties hereto have caused these presents to be
executed, the day and year first above written.
