These notices shall satisfy two separate but related procedural requi�ements for activities to be
undertaken by The Augusta Housing and Community Development Department (AHGD�).
REQUEST for RELEASE of FUNt7S
On or after Apri! 15 2011 the ANCDD will submit a request to the U.S. Department of Housing and
Urban Devetopment (HUD) for the reiease of Community Development Block Grant (CDBG� under Title I
of the Housing and Community Development Ac# of 1974, Community C7evelopment Block Grant-
Recovery (CDBG-R) under the American Recovery and Reinvestment Act of 2009, NOME Investment
Partnership (HOME} under Title II of the Cranston-Gonzalez National Affordabie #iousing Act {42 U.S.C.
12701 et seq.}, Neighborhood Stabilization Program 1(NSP1) under Divlsion B 7itle III of the Housing
and Economic Recovery Act (HERAj of 2008, and Neighborhood Stabilization Program 3(N5P3) u�der
Section 23d1(b� of the Housing and Economic Recovery Act of 2008 (Pub. L.11fl-289; approved Juiy 30,
2008} (HERA� as amended, to undertake the follow prajects:
Proiect Title:
Housing Tiered Environmentaf Review- CDBG, CDBG-R, HOME, NSP1 & NSP3
Purpase:
The projetts involve demolition (less than four (4) units), clearance of fire-damaged and/or dilapidated
residential structures, acquisition, rehabilitation, minor repair, new construction, disposition, and the
instatlation of sewer connections as needed.

FINDING of N� SIGNIFlCANT IMPACT
7he AHCDD has determined that the praject will have no significant impact on the human environment.
Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969
(NEPAj is not required. Additional project information is contained in the Environmental Review Record
{ERR) on file at Augusta Housing and Community Development Departrnent, 925 Laney Walker Blvd., 2nd
Floar, Augusta, GA 30901, (706)-821-1797 and may be examined nr copied weekdays 7 A.M. to 6 P.M.
PUBLlC COMMENTS
Any individual, group, or agency may submit written comments on the Tiered ERR to the AHCD�. All
cnmments received by April 15, 2011 will be considered by the AHCDQ prior to authorizing submission
of a request for release of funds.
RELEA5E OF FUNDS
The AHCDq certifies to HUD that David S. Capenhaver in his capacity as Mayor consents ta accept the
jurisdiction of the Federal Courts if an a�tion is brougF�t to enforce responsibilities in relation to the
environmental review process anci that these responsibilities have been satisFied. NUD's approvaf of the
certification satisfies its responsibilities under NEPA and related laws and authorizes and allows the
CHDO/LPJLLC to use NUD program funds.
OBJECT10N5 TO RELEASE OF FUNDS
HUD wili accept objections to its refease of fund and the AHCDD's certification for a period of fifteen
days following the anticipated submissian date or its actual receipt of the request (whichever is iaterj
only if they are on the following bases: (a) the certification was not executed by the Certi#ying Officer of
the AHCDD; (b) the AHCDD has omitted a step or failed to make a decision or committed funds or
incurred costs not authorized by 24 CFR part 58; (c) the grant recipient or other participants in the
development process have committed funds or incurred costs not authorize by 24 CFR Part S8 before
approval of a reiease of funds by HU!?; or (d) another standpoint of environmentaf qua(ity. Objections
must be prepared and submitted in accordance with the required procedures (24 CRF) Part 58, Sec.
58.76) and shall be addressed to HUD at 40 Marietta Street, Atlanta, GA 303d3. Potential objectors
should contact HUD to verify the actual {ast day of the objection period.
