Adopted by the Augusta Commission

WHEREAS, the City of Augusta consolidated with Richmond County in 1996 to form

Augusta-Richmond County, the second oldest and the second largest city in the state of
Georgia; and
WHEREAS, pursuant to the authorization granted to it by the General Assembly of the
f�`
State of Georgia, Augusta-Richmond County is authorized to adopt ordinances or
regulations for the governing and policing of Augusta-Richmond County for the
purposed of protecting and preserving the health, safety, welfare and morals of the
citizens as it may deem advisable; and
WHEREAS, Augusta-Richmond County has adopted a Comprehensive Zoning

Ordinance, Site Plan Regulations, Land Subdivision Regulations, a Flood Damage
Prevention Ordinance, and a Stormwater Management Ordinance to regulate
development, stormwater management, and flood control for Augusta-Richmond
County;
WHEREAS, Augusta-Richmond County has constructed approximately 31 million in
drainage and flood control projects since consolidation in 1996; and
WHEREAS, Augusta-Richmond County has participated in approximately $1.5 million
in grant funding toward the acquisition and preservation of key floodplain areas with
another $2.6 million dollars in grant funding currently under review by FEMA; and
WHEREAS, Augusta-Richmond County has participated in approximately $l.l million
in acquisition of greenspace for riparian buffers, flood control and recreational uses;
WHEREAS, many flood control projects can be valuable to the City's constituents on a
daily basis as greenspaces, parks, and ponds; and
WHEREAS, the Natural and Beneficial Functions (NBF) of drainageways and
floodplains; including trail corridars, parks, recreation areas, wildlife habitat, flood
storage, riparian areas and groundwater recharge areas, can serve as amenities to

adjacent neighborhoods and properties and to the entire community.

NOW, THEREFORE, BE IT RESOLVED THAT:
1. The Augusta Commission, in recognition of National Flood Safety
Week (March 14-18, 2011) adopts the following "Good Neighbor Policy":
2. During the preparation of storm drainage criteria, major drainage plans,
outfall systems plans, and any new master planning studies and any future update
of other master planning studies, identify and incorporate NBF and other
opporiunities.
3. The floodplain management program will continue to utilize the
National Flood Insurance Rate Maps in relation to the 1% and 0.2% floodplains
in order to identify areas that are hazardous to develop; work to develop
identification of unmapped areas that present a special flood hazard; and work in
.,�, ��,� the management of future development in or near these hazardous areas to
� minimize future flood risks and maximize preservation of the NBF.
4. The Engineering Department will, when feasible, work with the Parks
and Recreation Department to include amenities in flood management projects
that enhance neighborhoods and preserve NBF. As a result of including these
amenities, the public will be drawn to the flood management projects; therefore,

�� ���- ��_ { public safety is of paramount importance and will be included in all planning,

'��° �`` design, construction, operation, and maintenance of these facilities.
5. Augusta-Richmond County will continue to participate with local non-
govemment partners such as the Savannah River Keepers, the Southeastern
Natural Sciences Academy, and the Central Savannah River Land Trust to
'''`� ��° ;; acquire and preserve areas of significant NBF and/or flood hazards.
�_ t """� .� 6. The Information Technologies Department and the Emergency

Management Agency will continue adapting state-of-the-art information
technologies to keep decision-makers, partners and other stakeholders infonned
concerning past, present and future flood threats; and will provide local
governments, consultants, affiliates, and the general public with easy access to

�` " Augusta-Richmond County flood control programs and activities.
