Laney Walker- Bethlehem / TEE Center
Action Items
1. Approve concept plan for TEE Center and authorize TVS (architects) to move forward
with schematic designs for TEE center.
2. Authorize administrator to commission a study for the parking needs of the TEE Center.
3. Authorize Administrator to finalize contracts with the Convention Center Operator -
contract would subject to commission approval
4. Authorize Administrator to coordinate the acquisition of real estate and structuring of
Intergovernmental Agreement (IGA) for construction and financing of TEE Center —
contract would subject to commission approval.
5. Authorize issuance of $9 Million in tax exempt bonds for the TEE Center — Total project
cost of up to $38 Million. Bonds would be issued using the Coliseum Authority
6. Authorize bonding /borrowing of up to $9 million in taxable and tax exempt financing for
the Laney Walker /Bethlehem Project for the first phase of a $37.5 million commitment.
Bonds would be issued using the Downtown Development Authority (DDA) that has
been vested with Urban Redevelopment Authority (URA) Powers
7. Authorize Administrator to develop a detailed timeline for implementation and
expenditure of funds for Phase I and future phases of the Laney Walker /Bethlehem
redevelopment project
8. Approve recommendation for the allocation of Hotel /Motel tax between the coliseum
authority and the TEE center project upon satisfaction of existing bond and expiration of
the current contract
9. Authorize the engagement of Smith Gambrell and Kilpatrick Stockton Public Finance
Group as bond counsel for the TEE Center and Laney Walker /Bethlehem transactions as
recommended by our financial advisor Dianne McNabb.
