AFFIDAVIT
COUNTY OF RICHMOND )
I, David S. Copenhaver, as Mayor of Augusta, Georgia, a political subdivision of the
State of Georgia (hereinafter "Owner "), on oath do depose and state: The archaeological
collection to be curated by the University of West Georgia under contract dated March 10, 2010,
and herein identified as Archaeological Data Recovery of Site 9Ri1110 St. Sebastian Way, City
of Augusta, Richmond County, Georgia (UWG- 3070.01) (hereinafter "Collection ") has been
recovered under the authority of and in compliance with the restrictions, stipulations and
procedures of all pertinent federal, state and local laws and regulations, including, but not limited
to: the Native American Graves Protection and Repatriation Act (P.L. 101 -601, Nov. 16, 1990;
104 Stat. 3048; U.S.C. 3001 et seq.); Antiquities Act of 1906, also known as the National
Monument Act (Preservation of Antiquities) (16 U.S.C. 431 et seq.); Reservoir Salvage Act (16
U.S.C. 469- 469c); 16 U.S.C. § 470h -2 of the National Historic Preservation Act; Archaeological
Resources Protection Act of 1979, Pub. L. 96 -95, Oct. 31, 1979, 93 Stat. 721 (16 U.S.C. 470aa et
seq.); O.C.G.A. §12 -3 -50 et seq. on Historic Areas, conservation and Natural Resources;
O.C.G.A. § 36 -72 -4, Permit required for developing land on which cemetery located; O.C.G.A. §
16 -7 -21, Criminal Trespass.
By my signature below, I certify that I am authorized to act on behalf of Owner, and that
Owner holds good title to, and lawful right to transfer, the Collection, and that the Collection is
free and clear of liens, encumbrances, and cloud of title. I also certify that the Collection is
under the control, care and custody of the following individual /agency /corporation with my full
knowledge and consent, and that said individual /agency /corporation may enter into agreements
for the purposes of curation of the Collection:

Dear Abie:
The Augusta- Richmond County Commission, at their regular meeting held on Tuesday, December 7, 2010, took
action on the following item.
12. Approved award of Construction Contract to Jeffrey Harris Trucking, Inc. in the amount of $137,500.00 for
the East Augusta Street Drainage Project — Phase I (East View Drive); CPB 327-041110-209812101 subject
to receipt of signed contracts and proper bonds as requested by AED. Funding is available in the project
account. (Approved by Engineering Services Committee November 29, 2010)
16. Approved execution by the Mayor of the attached affidavit in reference to the archaeological study on the
St. Sebastian Way /Greene St. /15th St. Project and thereby continue the curation of the artifacts by the
Curation Department of the University of West Georgia. (Approved by Engineering Services Committee
November 29, 2010)
