RESOLUTION
RESOLUTION REQUESTING STATE OF GEORGIA
TO ASSUME FUNDING RESPONSIBILITY FOR
THE RICHMOND COUNTY JUVENILE INTAKE
AND PROBATION FUNCTION.
WHEREAS, the Georgia General Assembly appropriated the
sum of Two Hundred Thousand ($200,000.00) Dollars in the fiscal
year 1995 Appropriation Act to provide for Phase 1 of a multi-phase
process to transfer the Richmond County Juvenile Intake and
Probation Function to the state; and
WHEREAS, the Georgia General Assembly appropriated the
additional sum of Two Hundred Thousand ($200,000.00) Dollars in
the fiscal year 1996 Appropriation Act to provide for Phase 2 of
the transfer of the Richmond County Juvenile Intake and Probation
Function to the State; and
WHEREAs, a total of eleven (11) staff were transferred to
Merit System, Classified Positions by virtue of said funding; and
~, the six (6) remaining positions were transferred
to the State effective January 1, 1995, in temporary positions for
which the County agreed to reimburse the Department of Children and
Youth Services for the actual cost of salaries of said positions
until such time as the State assumed full financial responsibility;
and
WHEREAS, the County agreed to provide supplies, office
space, telephone and utility service for the seventeen (17)

employees transferred to the State until such time as the state
assumed full financial responsibility; and
WHEREAS, the State of Georgia has previously assumed full
responsibility for Columbus-Muscogee County in November, 1994 and
Bibb County on July 1, 1997;
NOW, THeREFORE, BE IT RESOLVED by the Augusta-Richmond
County Commission that the Richmond County Legislative Delegation
is requested to introduce and sponsor appropriate legislation to
transfer the full cost of the operation of the Intake and Probation
Function of Juvenile Court to the State of Georgia.
Duly adopted by the Augusta-Richmond County Commission
