Resolution Requesting the United States Congress
To Oppose any budget reductions to the
Community Development Block Grant (CDBG) Program
WHEREAS, the upcoming fiscal year 2006 federal budget contains a proposed consolidation
and/or elimination of many of the federal govemment's community and economic development
programs; and
WHEREAS, initial reports indicated that the President's CDBG budget could be cut by as
much as 50% and moved for administration purposes to the United States Department of
Commerce; and
WHEREAS, a reduction of this magnitude would seriously harm a successful federal-state-
local partnership that has worked effectively for years; and
WHEREAS, Community Development Block Grant funds are one of the few remaining federal
programs available to help local govemments address issues such as slums, blight,
environmental infrastructure, housing rehabilitation, limited public services and affordable
housing - all for the benefit of low and moderate income people in their community; and
WHEREAS, any reduced funding for this program would have an immediate, long term and
lasting negative effect on the Augusta-Richmond County CDBG Program as well as the
programs of other cities across Georgia,' and
WHEREAS, at a time when cities are responsible for funding more and more federal and state
mandates, substantially reducing appropriations for a program designed to help local
govemments address persistent poverty and basic quality of life issues would be devastating to
urban and rural communities alike; and
NOW, THEREFORE, BE IT RESOLVED THAT THE Augusta-Richmond County
Commission opposes the proposed funding cuts for the Community Developmellt Block Grant
Funds and requests its Congressional representatives to oppose such proposed reductions.
Duly adopted this 1st day of February, 2005 by a vote of2.yeas and Q nays with 1. absent.
