RESOLUTION
RESOLUTION REQUESTING THE RICHMOND COUNTY
LEGISLATIVE DELEGATION TO OPPOSE ANY EFFORT TO
-CREATE A WATER AUTHORITY
WHEREAS, some members of the Richmond County Legislative
Delegation have expressed a desire to create a Water Authority for
Augusta, Georgia; and
WHEREAS, one of the stated purposes for creating a Water
Authority is to eliminate transfers from the Water and Sewer
Enterprise Fund to the General Fund; and
WHEREAS, the former City Council of Augusta caused
transfers to be made from the Water and Sewer Fund to the City's
General Fund from 1988 through 1995 totaling $74,153,969 as set
forth in Exhibit A; and
WHEREAS, the Augusta-Richmond County Commission has
already limited transfers from the Utilities (Water and Sewer)
Department to the General Fund through bond covenants that run for
thirty (30) years, reducing the operating transfer from $6,700,000
in 1996 to $2,500,000 in 1999, and not to exceed $1,000,000 in 2000
and each year thereafter; and
WHEREAS, the Augusta-Richmond County Commission has also
reduced the Payment in Lieu of Taxes from $3,750,000 in 1995 to
$697,325 in 1998, plus an additional $885,823 for Payment in Lieu

of Franchise Fees (see Exhibit B); and
WHEREAS, it is the belief of the Augusta-Richmond County
Commission that they,. as elected officials, sh,ould be responsible

for the operation of the water and sewer system; and
WHEREAS, it is not the desire of the Augusta Richmond County
Commission that a Water Authority be created;
NOW THEREFORE, it is hereby resolved that the Augusta Richmond
County Commission opposes the creation of a Water Authority and requests the members
of the Legislative Delegation to oppose such proposed legislation.
