RESOLUTION A RESOLUTION PROVIDING FOR THE INST ALLA TION OF STREETLIGHTS AND THE ASSESSMENT OF THE ANNUAL COST OF MAINTAINING AND OPERATING SAID STREETLIGHTS AGAINST ABUTTING PROPERTY WHEREAS, the Augusta-Richmond Code, Section 7-3-1, et seq., provides for the establishment of special services streetlighting districts; and WHEREAS, the Charter for Augusta, Georgia (1995 Ga. Laws, p. 3648, as amended by 1996 Ga. Laws, p. 3670, 1997 Ga. Laws, p. 4024, and 1997 Ga. Laws, p. 4690, and 1999 Ga. Laws, p. ) provides authority for the Augusta-Richmond County Commission to create special services tax districts and to assess, levy and collect ad valorem taxes and collect services charges and fees for the provision of designated services within a special services district, to include streetlighting; and WHEREAS, the Augusta-Richmond County Commission has determined that it is in the public interest and welfare for that section of Washington Road beginning at the end of the John C. Calhoun Expressway and extending to the Columbia County line, to be lighted by streetlights, with the cost thereof to be assessed a charge based upon the roll assessment attached hereto as Exhibit "A"; NOW, THEREFORE, BE IT RESOLVED by the Augusta-Richmond County Commission, that there is hereby created and established the Washington Road Streetlight Special Services Tax District, Streetlight District No. 13, for the purpose of building, erecting, establishing, maintaining, and operating streetlights and lamps for the illumination of the public streets, roads and sidewalks and ways therein, to encompass the area, including all .. abutting property, on Washington Road from the John C. Calhoun Expressway, to the Columbia County line including those parcels described on Exhibit "A" attached hereto; and BE IT FURTHER RESOL VED by the Augusta-Richmond County Commission, that the boundaries of said district as enumerated on said Exhibit "A" be and the same are hereby established as described in said Exhibit "A" as full and complete as if the full legal description of the courses, distances and boundaries of said district are fully set forth herein. BE IT FURTHER RESOLVED that the annual cost and charges for the maintenance and operation of said streetlights shall be at a rate of $1.35 per front foot per year and shall be a lien upon the abutting property annually and continuing each year until all annual charges have been paid. IT IS ORDERED that a copy of this resolution, together with a copy of said Exhibit "A" be transmitted to the Tax Commissioner of Augusta-Richmond County, for the collection of any and all taxes and/or services which may be imposed against any businesses, residents and property served by said facilities.
