A RESOLUTION TO ESTABLISH A MORITORIUM ON ALL BUILDING
PERMITS FOR MULTI-FAMILY RESIDENTIAL DEVELOPMENT I:N, 'AN
AUGUSTA-RICHMOND COUNTY PROFESSIONAL ZONING DISTRICT (P-l
ZONING) WHEN PERMITTED AS OF THE DATE HEREOF BY SPECIAL
EXCEPTION PREVIOUSLY GRANTED BY THE COMMISSION PURSUANT TO
SECTION 20-2 OF THE AUGUSTA-RICHMOND COUNTY COMPREHENSIVE
ZONING ORDINANCE WHEN SAID PROPERTY IS SITUATED IN A LOCAL
OR NATIONAL REGISTER HISTORIC DISTRICT AS SAID DISTRICTS
ARE DEFINED AS OF THE DATE HEREOF.
WHEREAS, the undersigned members of the Augusta Commission are
confronted with incompatible land use situations created by the
special exception classification in residential neighborhoods and
the Commission wishes to avoid land use problems created 'by the
special exception language in its presen~ ordinance and desires to

avoid similar situations in the future.
NOW THEREFORE, the ' undersigned members of the Augusta
Commission vote affirmatively to establish a moratorium on all
building permits
for multi-family residential development

in an Augusta-Richmond County professional zoning district
(p-l 'zoning) when permitted as of the date hereof by
special exception previously granted by the commission
pursuant to section 20-2 of the Augusta Richmond county
comprehensive zoning ordinance on property si.tuated in a
local or national r~gister historic district as said
districts are defined as of the date hereof.
Further provided,
that
under
authority
of
this
moratorium, no said building permit or business license
i

shall be granted by any Augusta-Richmond County lic~nsing
office ,and no site plan shall be accepted until further
notice is given of the termination of ,this moratorium
provided however, this moratorium shall not extend for
more than ninety (90) days next following the date of the
adoption of this resolution.
The undersigned further direct the Clerk of Commission
to place the issue of this moratorium on the agenda for
the next Cownission meeting which is scheduled for August
17, 2004.
