HomeMy WebLinkAboutMEMORANDUM OF UNDERSTANDING ARC LICENSE AND INSPECTION CDBG 100,000 ORIGINAL MEMORANDUM OF UNDERSTANDING AUGUSTA-RICHMOND COUNTY LICENSE AND INSPECTION DEPARTMENT 1815 Marvin Griffin Road Augusta, Georgia 30906 Year 2007 Community Development Block Grant (CDBG) Program January 1, 2007 - December 31, 2007 This Memorandum of Understanding is for the purpose of establishing the responsibilities and requirements to be assumed by the Augusta-Richmond County License and Inspection Department and the Housing and Community Development Department in implementing the Code Enforcement Project as approved by the Augusta-Richmond County Commission as part of its Annual Action Plan for Year 2007. PROJECT DESCRIPTION The Project will be identified as the "Code Enforcement Program". This program will build on existing code enforcement efforts currently underway. The program will address nuisance and blighting conditions in targeted low income neighborhoods which will involve the identification and removal of unsafe and uninhabitable properties and blighted conditions. GRANT FUNDS Funding for this Project has been approved by the Augusta-Richmond County Commission and the U.S. Department of Housing and Urban Development in the amount of$100,000. CDBG funds will specifically be used for payment of two (2) inspector's salary and related administrative expenses necessary for the operation of the program. BUDGET Salary and Administrative Expenses $100,000 PROJECT ACTIVITIES The Augusta-Richmond County License and Inspection Department and the Housing and Community Development Department agree to jointly administer the "Project" as follows: The Augusta-Richmond County License and Inspection Department will: . Adhere to the CDBG regulations as set forth in 24 CFR Part 570. . Adhere to Augusta-Richmond County's hiring policy. 1 2 . Maintain all records pertaining to the inspections of houses to include but not limited to address of property, type code violation, and neighborhoods. . Provide Annual Reports that identify the property addresses, violation(s), and neighborhoods as noted above. PAYMENTS Payment of Salary, Mileage and supplies will be reimbursable on a monthly basis. The following documentation is required for the items noted below: . For Salary: Copy of Payroll Register Copy of Time Sheet with Inspectors daily Code Enforcement log attached . For Mileage: Mileage Report Copy of Check Travel Expense Settlement Report . For Supplies: Purchase order Transaction Register Reports will be due as follows: Due January 15, 2008 Period Covered January 1, 2007 - December 31, 2007 The Housing and Community Development Department will: Prepare Environmental Assessment Monitor project and authorize payment requests based on time and attendance records.
