RESOLUTION
RESOLUTION IN SUPPORT OF LOCAL SALES TAX COLLECTION.
WHEREAS, current Georgia laws applicable to the process of collecting local sales and
use taxes require that such taxes be collected on behalf of Augusta-Richmond County by the
state revenue commissioner; and
WHEREAS, such laws generally require that the state revenue commissioner charge
Augusta-Richmond County an arbitrary fee of one percent (1%) of the amount collected,
regardless of the actual cost of collection; and
WHEREAS, in other jurisdictions where local governments have been permitted to
collect their own local sales taxes, cities and counties have reported substantial increases in tax
collections; and
WHEREAS, the 2008 Senate Local Sales Tax Collection Study Committee found that
local governments should have the option to not utilize the Georgia Department of Revenue for
sales tax collection, and that respect for Georgia Home Rule should include the ability for local
governments to choose the best method for their respective sales tax collection; and
WHEREAS, Augusta-Richmond County is a progressive local government and desires to
be one of the first local governments to have the opportunity to collect local sales taxes in
Georgia; and
WHEREAS, it is the desire of the Augusta-Richmond County Commission to make
known to the Georgia State Legislators and the public, its strong desire to be permitted to collect
local sales taxes and to have the option to contract with private companies to provide this
service; and
NOW, THEREFORE, THE COMMISSION OF AUGUSTA-RICHMOND COUNTY,
GEORGIA HEREBY RESOLVES that the State of Georgia Legislators should pass legislation
permitting Augusta-Richmond County to collect local sales taxes and use taxes; and
THE COMMISSION OF AUGUSTA-RICHMOND COUNTY, GEORGIA HEREBY
FURTHER RESOLVES and hereby requests that the Augusta Legislative Delegation present
this request to the Georgia State Legislators.
