A RESOLUTION AUTHORIZING THE P ARTICIP ATION OF RICHMOND COUNTY IN
THE EXISTING JOINT DEVELOPJ\.1ENT AUTHORITY FOR BURKE, COLUMBIA,
GLASCOCK, HANCOCK, JEFFERSON, LINCOLN, McDUFFIE, TALIAFERRO, WARREN,
. WASHINGTON, AND Wll.,KES COUNTIES.
WHEREAS, it has been determined by the Board of Commissioners of Richmond County,
Georgia, that in order to promote trade, commerce, industry, and increased employment
opportunities for the public good and general welfare, it is in the best interest of Richmond
County to participate in the existing Central Savannah River Area Unified Development
Authority of Burke, Columbia, Glascock, 'Hancock, Jefferson, Lincoln, McDuffie, Taliaferro;
Warren, Washington, and Wilkes Counties; and
WHEREAS, Article IX, Section VI, P, ill, of the Constitution of the State of Georgia, declares
that the development of trade, commerce, industry, and employment opportunities is a public
purpose valuable to the welfare of the people of the State of Georgia and the General Assembly
has enacted legislation for the creation of development authorities under the provisions of
O.C.G.A. Paragraph 36-62-5.1 which provides for the creation of joint development authorities
by two or more counties; and
WHEREAS, under the provisions of O,C,G.A. 36-62-5.l(a) a joint development authority may
be activated by resolution of the Boards of Commissioners of those counties participating in the
creation of the joint development authority.
NOW, THEREFORE, BE IT RESOLVED that there is hereby expanded a public body,
corporate and politic to be mown as "The Central Savannah River Area Unified Development
Authority" (hereinafter referred to as the "Authority").
BE IT FURTHER RESOLVED that the Authority shall continue to be organized and operated as
provided by the Bylaws of the Central Savannah River Area Unified Development Authority
duly adopted on June 20, 1995 by the Authority and duly amended on November 11, 1999 and
on September, 8,2001 by the Authority and attached as an integral part of this Resolution.
BE IT FURTHER RESOLVED that Richmond County shall be entitled to two (2) members who
shall be appointed to the Board of Commissioners who shall be as follows, and who shall serve
terms as indicated.
1. Commissioner Andy Cheek, an initial term expiring December 31,2003 that begins upon acceptance of
Richmond County into the UDA (thereafter this slot will be open for two (2) year terms).
2. Commissioner Willie MaY9 an initial term expiring December 31, 2004 that begins upon acceptance of
Richmond County into the UDA (thereafter this slot will be filled for two (2) year terms).

BE IT FURTHER RESOLVED that the members appointed to represent Richmond County on
the CSRA Unified Development Authority shall be residents and taxpayers of Richmond
County.
BE IT FURTHER RESOLVED that Richmond County shall furnish to the Secretary of the State
of Georgia, a certified copy of this Resolution, in compliance with the provisions of the Georgia
Development Authorities Law.
BE IT FURTHER RESOLVED that this Resolution shall be effective immediately upon its
adoption by the Board of Commissioners of Richmond County, and from the date of adoption of
the acceptance of Richmond County into the CSRA Unified Development Authority by the
eleven (11) respective existing UDA member counties.
