RESOLUTION
RESOLUTION REQUESTING RICHMOND
COUNTY LEGISLATIVE DELEGATION TO
EXCLUDE AUGUST A FROM REGIONAL
TRANSPORT A TION AUTHORITY
WHEREAS, there has been introduced in the 1999 Session of the Georgia
General Assembly an Act to create the Georgia Regional Transportation Authority; and
WHEREAS, the apparent purpose of the creation of the Georgia Regional
Transportation Authority is to create an Authority to insure compliance with the Clean Air Act;
and
WHEREAS, the metropolitan Atlanta area and its transportation problems has
led to the proposal for the creation of the Georgia Regional Transportation Authority so as to
coordinate regional mass transit systems and transportation planning; and
WHEREAS, seventy percent (70%) of the air pollution in the metropolitan
Atlanta area is a result of transportation, and only thirty percent (30%) is related to industry; and
WHEREAS, in Augusta, the reverse is true, i.e., only thirty percent (30%) of the
air pollution is related to transportation, with seventy percent (70%) being related to industry;
and
WHEREAS, the Georgia Regional Transportation Authority would have minimal
impact upon air quality in Augusta, Georgia;
NOW, THEREFORE, be it resolved by the Augusta-Richmond County
Commission that the Richmond County Legislative Delegation is urged to exclude Augusta from

the Georgia Regional Transportation Authority Act until such time as it can be demonstrated that
the Authority would have a significant impact upon the air quality in Augusta, Georgia.
Duly adopted by the Augusta-Richmond Commission this Lday of February,
1999 , by a vote of 7 ayes and () nays and _ abstentions.
