PY-o~e.d-- rhcA(1O.-r DOCUMENTTYPE: Ke50\ 0-\-\~ YEAR: ) qq & I BOX NUMBER: FILE NUMBER: I ? 17(0 & NUMBER OF PAGES: RESOLUTION WHEREAS, Section 13(f) of the Consolidation Act for the City of Augusta and Richmond County provides that the positions of director or administrative head, by whatever name known, of each department or entity of the governments of Richmond County and the City of Augusta shall be abolished ninety (90) days after the members of the Commission-Council take office under this Act; and WHEREAS, the Commission-Council has initiated a review of the organization and administration of all governmental functions and activities and has employed the services of a Consolidation proj ect Manager to advise and assist the Commission-Council in undertaking such a review; and WHEREAS, the review and reorganization process for all government departments affected is proj ected to require up to twelve months to complete and implement; and WHEREAS, it is the intent of the Commission-Council to both comply with provisions of Section 13(f) and to maintain the services and functions of existing departments and agencies; NOW, THEREFORE, BE IT RESOLVED ~y the Augusta-Richmond County Commission-Council as follows: 1. All department head positions, with the exception of elected officials, are hereby abolished. .- 2. All individuals occupying the above abolished department head positions as of the date of the adoption of this Resolution are hereby designated "interim appointees" in the position each is occuwY~~gt~ Jf~aid date and shall continue in such position until ~l,~{~~?~or until such time as the respective department review and reorganization has been completed by the Consolidation Project Manager, the Commission has approved any new organizational structure, and the Commission has appointed an individual to fill such reorganized position. 3. The Consolidation Project Manager is hereby directed to make a review of all existing departments and the overall structure of the government and to bring to the Commission-Council recommendations as to the functions, responsibilities, structures, and titles of all departments and agencies of the government for review and approval by the Commission-Council. Jim is preparing the attachment concerning Section 13 (F), and I will provide the memorandum regarding the appointment process for new Department Directors. Carstarphen Consolidation Project Manager SUBJECT: REVISED -- RECRUITMENT AND SELECTION PROCESS FOR DIRECTORS OF NEW CONSOLIDATED DEPARTMENTS DATE: March 1, 1996 Among the duties and responsibilities of the Consolidation Project Manger is the duty to "evaluate and provide information and recommendations to the Commission on qualifications of candidates for appointment to department head and management positions in the new government". The process for consolidating the former City of Augusta waterworks and Wastewater Treatment Department and the former Richmond County Water and Sewer Department has progressed sufficiently to begin the process of candidate review and recommendation. with the concurrence of the Commission, the following process will be utilized to produce an appointment recommendation. The process will be used as a standard for other future department director appointment recommendations. SteD 1: Recruitment - The Consolidation project Manager with the assistance of the Urban and Suburban Administrators will evaluate the adequacy of the potential candidate pool from within current management employees and consul t wi th the Commission as to the decision of whether the recruitment process is to be restricted to current employees or that candidates from outside the organization be considered as well. Following the Commission's decision, the recruitment and nominee evaluation and recommendation process will be managed by the Consolidation Project Manager and the Administrators with the assistance of the Human Resource Director. SteD 2: Selection - If the decision is made to recruit outside the organization, appropriate regional or national recruitment will be undertaken. Potential candidates will be invited to indicate their . -' MEMORANDUM Mayor Larry E. Sconyers Members of Commission-Council March 1, 1996 Page Two interest in consideration and to submit in written form their resume' and qualifications. The qualification of candidates responding will be reviewed by the Consolidation Project Manager, Human Resource Director, and Administrators, and they will recommend the best qualified candidate or candidates to the Mayor and Commission for appointment. The candidate review process will include personal interviews of the top candidates. Step 3: Appointment - Appointment of the selected candidate will be by a vote of the Mayor and Commission. In those instances in which the selection process results in the necessity to reassign an individual currently occupying a department head position, the Consolidation project Manager and Administrators will consider the interests of both the new government and the former department head in determining the most appropriate new assignment for the individual involved. In addition to appointment to a new management responsibility, this process may also include the option of a consultant contract for an indefinite period and/or negotiation of a retirement agreement. The development of a uniform set of options for consideration in any retirement agreement designed to both meet all legal requirements and to address the needs of the individual and the organization will be coordinated with the Human Resource Director and the Attorney. The recommendations of the Consolidation project Manager, Human Resource Director, and Administrators in regard to the reassignment or other options will be submitted to the Mayor and Commission for approval.
