Commission-Council. This Resolution was prepared at the direction
of Mayor Pro-Tern Freddie L. Handy at the request of Senator Don
Cheeks. Please have this added to the agenda for Tuesday's meeting
of the Commission-Council.

RESOLUTION
WHEREAS, Section 13(f) of House Bill 805 (1995 Ga. Law,
p. 3648) providing for the consolidation of the City of Augusta and
Richmond County (hereinafter referred to as the "Consolidation
Act") provides that "the membership of all boards, commissions,
committees, panels, authorities, or other entities appointed by the
Board of Commissioners of Richmond County or the governing
authority of the City of Augusta
shall be increased by
creating two new members for each who shall be recommended by the
Richmond County delegation in the General Assembly of Georgia and
appointed by the commission-council established by this Act"; and
WHEREAS, said Section 13 (f) of the Consolidation Act
further provides that the membership of such boards, panels,
authorities, shall be expanded or contracted such that such entity
shall consist of one member from each commission-council district;
and
WHEREAS, it is the belief of the Augusta-Richmond County
Commission-Council that the membership of all such boards,
commissions, committees, panels, authorities, and other entities is
a local matter for which appointments should be decided by the
Commission-Council, without having two members recommended by the
Richmond County delegation in the General Assembly to be appointed

NOW, THEREFORE, BE IT RESOLVED by the Augusta-Richmond
County Commission-Council that request is made to the Richmond
County delegation in the General Assembly to amend said
Consolidation Act to delete the provision for two new members to be
recommended by the Richmond County delegation and to provide that
all members of such boards, commissions, committees, panels,
authorities or other such entities affected by said Section 13 (f)
of the Consolidation Act be appointed by the Commission-Council.
BE IT FURTHER RESOLVED that a copy of this Resolution be
delivered to the Richmond County delegation with a request that
local 'legislation be introduced to amend said Consolidation Act as
set forth herein.
