RESOLUTION
RESOLUTION ADOPTING THE
COMMUNITY GREENSP ACE TRUST FUND
WHEREAS, Section 36-22-1 of the Official Code of Georgia established the
Georgia Greenspace Program; and
WHEREAS, Augusta-Richmond County desires to participate in that program and
has created a Community Greenspace Program for Augusta-Richmond County; and
WHEREAS, the administrative rules for the Georgia Greenspace program require
the establishment of Greenspace Trust Fund for each jurisdiction;
NOW, THEREFORE BE IT RESOLVED, that Augusta-Richmond County
Commission authorizes establishment of a Community Greenspace Trust fund;
SAID fund shall be a special revenue fund as defined in O.C.G.A. Section 36-81-
12;
Augusta-Richmond County will spend funds only for the purchase of fee
simple or lesser interest in real property which permanently protects greenspace
within Augusta-Richmond County, and for direct cost of acquisition of that
property;
Augusta-Richmond County will account for all deposits to Community
Trust Fund, income from those deposits, and expenditures from the fund;
Augusta-Richmond County will maintain separate accounts within the
Community Trust Fund for appropriated funds and any interest earned on the
funds; for deposits from each federal grant program and any interest earned on
these funds; and for deposits from each form of funds and any interest earned on
these funds;
Augusta-Richmond County will expend or obligate all moneys for the
State appropriated funds (1) as specified by the Rules governing the program; (2)
as may be approved by the Department for long periods than Rules allows; or (3)
as specified by grant amount agreement;
Augusta-Richmond County will record in the County's and Municipality's
capital account all lands and interests in lands which are purchased with State
allocated funds;
Augusta-Richmond County will maintain separate accounting for each
recipient of moneys from the Community Trust fund, together with the sources
and amounts of the funds that were expended; and
Augusta-Richmond County will transmit annually to the Department a
report of audit of Augusta-Richmond County's Community Trust Fund.
Duly adopted by the Augusta-Richmond County Commission this 7th day of
November, 2000.
