In May 1994, the City Finance Committee approved the purchase of 38 acres of property on Damascus
Road. The minuteS of the Finance Committee meeting on May 2, 1994 documented the polling of the
Committee members, and the modon to purchase-the property was adopted with Mrs. Usry voting
"No".
It Irs discussions prior (0 the purchase of this property, the Mayor, the City Finance Committee, and the
CIty Council decided that the property would be purchased for furore Daniel Field expansion and
development. The property was purChased witli these goalS In mind.
The'Mayor and City Council realize that because this purchase was made with airport funds, there are
restrictions on the use of the property. Should the property ever be converted to any use other than
Daniel Field expansion and redevelopment, the airport must be repaid for Its purchase at the fair market
value at the time of conversion. Sholild the property ever be sold, proceeds from the sale are airport
revenues. The Mayor and City Council understand that Irs grant agreements with the Federal Aviation
Commission require that all revenue generated by the City's airports must be expended for the capital
and operating costS of the airport that are directly and substantially related to the actUal air
transportation of passengers or property.
Council Is Instructing the Daniel Field Aviation Commission, via this resolution, to update Its Airport
layout Plan to show the Intended use for this property In irs long-term development plans for Daniel
Field, and to file the update with the Federal Aviation Adminstratlon for irs approval.
