RESOLUTION
JOINT RESOLUTION OF THE AUGUST A-RICHl\10ND
COUNTY COMMISSION AND THE AUGUSTA AVIATION
COMMISSION AUTHORIZING THE FILING OF AN
APPLICATION TO AMEND AN APPROVED PASSENGER
FACILITY CHARGE FOR AUTHORITY TO IMPOSE AND
USE A $4.50 PASSENGER FACILITY CHARGE AT THE
AUGUSTA REGIONAL AIRPORT AT BUSH FIELD
WHEREAS, the Augusta Regional Airport at Bush Field (" Airport"), located in the
city of Augusta, Georgia, is owned, operated and sponsored by the city of Augusta, Georgia
(" Augusta"), a political subdivision of the State of Georgia, by and through the Augusta-
Richmond County Commission ("ARCC") and the Augusta Aviation Commission
("Commission"), an instrumentality of Augusta; and
WHEREAS, Augusta approves and from time to time amends the Airport's Capital
Improvement Program ("CIP") for the purposes of, among other things, preserving or
enhancing safety, security or capacity of the Airport and the national air transportation system,
reducing or mitigating noise impacts at the Airport and furnishing opportunities for enhanced
competition between or among air carriers operating at the Airport; and
WHEREAS, the Congress of the United States ("Congress") originally empowered the
Secretary of Transportation, acting through the Federal Aviation Administration (" FAA"), to
authorize sponsors of commercial airports, such as the Airport, to impose a Passenger Facility
Charge ("PFC") of up to $3.00 on each paying passenger of an air carrier or foreign air carrier
enplaning an aircraft at an airport the sponsor controls to finance eligible airport-related
projects, including making payments for debt service on indebtedness incurred to carry out the
projects; and
WHEREAS, the FAA has previously granted to Augusta the authority to impose and
use a PFC of $3.00 to fund the allowable costs of certain eligible PFC projects described in
Augusta's first PFC application, designated as Application No. 99-01-C-00-AGS, and
approved in an FAA Record of Decision dated May 5, 1999; and
WHEREAS, Congress has recently authorized an increase in the PFC which would
allow an eligible agency to increase the amount of the PFC up to $4.50 per enplaned passenger
at an Airport the agency controls for eligible airport-related projects; and
WHEREAS, it would be advantageous for Augusta to take advantage of this new
authorization and increase the amount of its allowable PFC to $4.50 per enplaned passenger as
a prudent and proper means to raise revenues to fund or recover the allowable costs of the
previously approved PFC projects, and fund or recover the costs for new PFC projects at the
Airport: and

WHEREAS, to increase the amount of the PFC it will be necessary to seek approval
for PFC projects, to amend existing PFC authority and otherwise file required applications and
reports with and to the FAA from time to time.
NOW, THEREFORE, the Augusta-Richmond County Commission and the Augusta
Aviation Commission hereby resolve that:
1. The Airport Director of the Airport is hereby authorized and directed to apply forthwith
to the FAA, for and in the name of Augusta, for approval to impose a $4.50 PFC at the
Airport and to use the resulting net revenues to pay the allowable costs of the approved PFC
projects, including, without limitation thereto, debt service costs, to the maximum extent said
revenues may be available, and to the maximum extent consistent with applicable regulations;
and the Airport Director is authorized and directed to take all such reasonable actions as
necessary or desirable to obtain approval of said application.
2. The said PFC shall be collected for so long as proceeds may be necessary to make those
debt service payments, or portion of debt service payments, arising out of and directly
associated with the allowable costs of the approved PFC projects, or such shorter period as
may required by applicable regulations.
3. Augusta and the Commission hereby find:
(a) that the class of air carriers comprising those air carriers operating under FAR
Part 135 or Part 298 and which provide only on-demand non-scheduled service and do
not sell tickets to individual passengers enplaning their aircraft at the Airport (" Air
Taxis") have requested that they be exempted from the requirement to collect PFCs at
the Airport;
(b) no air carrier has objected to such exemption;
(c) requiring Air Taxis operating at the Airport to collect PFCs would not generate
a substantial amount of PFC revenue for Augusta and would be an undue burden to the
Air Taxis;
(d) said Air Taxis enplane less than one percent (1 %) of all passengers enplaned at
the Airport; and
(e) said Air Taxis, therefore, should be exempted from the requirement of
collecting the PFCs at the Airport and the Airport Director is hereby directed to include
in said application a request that Air Taxis be so exempted.
