RESOLUTION
ABANDONING A PORTION OF CAROLINA
ROAD AND AUTHORIZING CONVEYANCE
WHEREAS, the Augusta-Richmond County Commission resolved by Resolution
dated December 16, 1997, that the following street segment in Richmond County, Georgia, has
ceased to be used by the public to the extent that no substantial public purpose is served by
it: that portion of Carolina Road beginning at its conjunction with Gordon Highway and
extending in a Northeasterly direction for a distance of 449.60 feet, as shown on attached plat;
WHEREAS, the adjoining property owner to the property described above has
been notified of the December 16, 1997, Resolution; notice of the proposed abandonment has
been published in the Augusta Chronicle once a week for a period of two weeks; and a public
hearing on the proposed abandonment has been conducted on February 4, 1998, with no
objections being raised as to the abandonment of the street segment described above;
WHEREAS, by virtue of the events set forth above, the property identified as that
portion of Carolina Road, beginning at its conjunction with Gordon Highway and extending in
a Northeasterly direction for 449.60 feet, as shown on attached plat, is deemed abandoned and
no longer a part of the Richmond County road system;
WHEREAS, notice has been given to the owner of abutting land holding title
through the owners from whom Augusta, Georgia acquired the property of said owners' right
to acquire the land described above; and
WHEREAS, the adjoining property owner has communicated his desire to
exercise his right to acquire the above described property, which has an appraised value of
$925.00, in exchange for compensation for a storm sewer line through his property;
NOW, THEREFORE, it is hereby resolved as follows:
1 . It is hereby determined that all requirements of Georgia law for the
abandonment of a county roadway have been met and that the street segment referred to
in the Augusta-Richmond County Commission's December 16, 1997, Resolution, and
described as that portion of Carolina Road, as shown on attached plat, is no longer a part

of the Richmond County road system.
2. The adjoining property owner, Mr. James W. Smith, Jr., has properly
exercised his right to acquire the property described above.
3. It is further determined that the Mayor of the Augusta-Richmond County
Commission, as successor to The City Council of Augusta, shall execute a Quit-Claim
Deed and such other documentation as may reasonably be required, in forms approved
by the County Attomey, conveying all of Augusta's interest in the property, which interest
is subject to all easements of record for utilities, to the adjoining property owner.
This Resolution shall be recorded in the Minutes of the Augusta-Richmond
County Commission, accompanied by the exhibits referred to herein.
