RESOLUTION REQUESTING THE RICHMOND
COUNTY LEGISLATIVE DELEGATION TO
SUPPORT LEG LIST A TION TO REQUIRE A 30-DA Y
WAITING PERIOD BEFORE ISSUING A GEORGIA
DRIVER'S LICENSE TO A NON-UNITED STATES
CITIZEN.
WHEREAS, recent events has highlighted the need for change in the
issuance of driver's license to persons who are not United States citizens; 'and
WHEREAS, Georgia law does not require any waiting period prior to the
issuance of driver's license to non-United States citizens; and
WHEREAS, there is no requirement to investigation the background of
applicants for drivers license; and
WHEREAS, Augusta believes that a thorough investigation should be
conducted on the applicant for a Georgia driver's license, especially when the
applicant is not a United States citizen; and
WHEREAS, Augusta believes the requirement of a 30-day waiting period
provides the opportunity to complete the investigation; and
WHEREAS, August believes this proposal represents a matter of
homeland security.
NOW, THEREFORE, BE IT RESOLVED BY THE AUGUSTA-
RICHMOND COUNTY COMMISSION expresses its support for the proposal
to require a 30-day waiting period before issuing a Georgia driver's license to
applicants who are not United States citizens and to require a complete
background investigation on these applicants.

BE IT FURTHER RESOLVED that the Richmond County Legislative
Delegation is encouraged to support legislation authorizing a 30-day waiting
period before issuing a Georgia driver's license to applicants who are not United
States citizens and to require a complete background investigation on these
applicants.
Duly adopted this /SfL day of January, 2002 by a vote of IT' yeas
and --I2- nays with ~ abstaining or absent.
