Augusta Canal Multi-Use Trail
TEA PROJECT LINKAGE TO THEINTERMODAL TRANSPORTATION SYSTEM:
This project will provide linear linkage for pedestrian and bicycle traffic froIT' the
Savannah Rapids Pavilion in Columbia County along the Augusta Canal into Richmond
County and the downtown .business district of Augusta. The multi-use trail will
incorporate linkages to the following primary access and parking terminals: the
Savannah Rapids Pavilion, the Augusta Water Works Pumping Station and Eisenhower
Park, Lake Olmstead Park, Dyess Park, the Augusta Riverwalk, and the Augusta Public
Transportation Transfer Terminal. A public parking deck is located adjacent to the
Riverwalk terminal location, and the Augusta Public Transit facility is the main terminal
of the Augusta Public Transportation Authority for bus service throughout the
community.

TEA PROJECT NEED AND PURPOSE:
The Augusta Canal was officially dedicated as a National Heritage Area by the United
States Congress in 1996 and is the only facility in the state designated as a Regionally
Important Resource. The Augusta Canal has also achieved the designation of a
National Landmark and is listed on the National Register of Historic Places. The tow
. path along the levee of the Augusta Canal is an integral part of this. facility and
represents a major part it's history. The tow path is currently used in several sections to
accommodate pedestrian, bicycle and vehicular traffic~ Because of the linear nature of
the Augusta Canal and the geographic location of the facility connecting suburban

areas of the community to major activity centers, the tow path and Augusta Canal
provide an extremely valuable transportation route within the community. The Augusta
Canal Pedestrian/Bikeway was identified in the Augusta Regional Transportation Study
Plan (ARTS) of April 1994 and incorporated into the ARTS 1997 Long Range Plan
Update.
The primary objective of this project is to improve the existing transportation route by
stabilizing the tow path surface and encouraging increased pedestrian and bicycle
usage. Vehicular traffic will be limited to specific segments of the multi-use trail. Future
improvements are anticipated to eliminate the integration of vehicular traffic with the
. pedestrian and bicycle facilities. The terminal end of the First Level of the Canal, in the
urban section of Augusta, transitions the pedestrian and bicycle trail to surface Streets
where a combination of dedicated bike lanes and "Share The Road" routes will be
established. These routes allow access from the rural and suburban areas of the
community to the downtown central business district and major activity centers.
Additionally, the pedestrian/bicycle trail provides primary access to the Augusta Transit
Department's Transfer Facility located on Broad Street in a historic portion of th~ City.
Location of primary access terminals along the length of the canal's ten (10) mile
stretch provides easy access for various residential areas to the historic trail and into
the business, institutional and recreational activity centers of the community. The
"Share The Road" portion of the trail between the canal and the Riverwalk provides
access to the cultural centers of town as well. The Riverwalk will also be extended as a
part of this project to develop the New Bartram Trail, mitigating the impact of the
Riverwatch Parkway, which severed the trail during construction. The New Bartram
Trail will allow a scenic pedestrian and bicycle facility accessing the Augusta Canal and
the Lake Olmstead terminal area. The project will also allow for improved access by
handicapped individuals and disabled persons as subject to the American with
Disabilities Act.

TEA PROJECT LOCATION:
The Augusta Canal Pedestrian/Bicycle Trail is a linear project extending approximately
ten (10) miles from the Augusta Canal Headgates located in Columbia County to the
upper east center of Downtown Augusta, Georgia, located in Richmond County. The
westerly end of the projects starts at the falls of the Savannah River at Bull Sluice. The
project follows the tow path of the Canal from the falls to Thirteenth Street in downtown
Augusta, adjacent to the Medical College of Georgia. The end of the first level of canal
at Thirteenth Street, is linked to Dyess Park and Augusta's. Riverwalk utilizing
designated bicycle lanes and "Share The Road" lanes on existing streets. The final leg
of this project includes a segment between the canci! tow path and the US Army Corps
of Engineers levee project along the Savannah River reconnecting the Bartram Trail to
Augusta's Riverwalk. (See Sheet 1 of 5).

TEA PROJECT CONCEPT:
The Augusta Canal Pedestrian/Bicycle Trail Project is designed to enhance a mode of
transportation by improving and stabilizing the surface of the Augusta Canal tow path
thereby enabling linkages among major centers of housing, institutional, and business
areas in the Augusta region. The Iinkage'of the pedestrian/bikeway trail to the Augusta
Transit Authority Transfer facility and the Riverwalk promotes a diversity of usage
through access to mass transit terminals as well as tourism and recreational facilities.
Additionally, the extension of the trail from Riverwalk to reconnect the Bartram Trail with

the Augusta Canal tow path provides for a scenic as well as historic trail.
Proposed projecnmprovementsinclude stabilization of the existing tow path surface to
accommodate various traffic applications, installation of safety barriers where
appropriate, construction of new bridge crossings over the canal accessing primary
parking and terminal locations, improving sidewalk areas to accommodate multi-use
traffic, coordinating traffic signalization at major roadway crossings, striping existing
paved streets for dedicated bike lanes, signage for "Share The Road" access, and the
construction of a new path along the banks of the Savannah River for the New Bartram

Trail. The New Bartram Trail pa,th shall consist of fill cross-sections with possible
elevated timber boardwalks to minimize impact on environmentally sensitive areas.
SPECIFIC ITEMS DISALLOWED BY TEA PANEL:
None
PROPOSED TYPICAL SECTION:
Several general trail designs are anticipated. The first design involves improvement of
the existing canal tow path to accommodate pedestrian and bicycle traffic. This path
varies from 9 to 15 feet in width. Proposed improvements to the path will include
stabilizing the tow path surface mechanically and the construction of a "road" crown to
facilitate stormwater drainage. Proposed cross-sections are shown as Figures 1 and 2.
The pedestrian trail and bicycle route will be separated for a portion of the project from
the Broad Street crossing to the Butt Bridge at Fifteenth Street. The pedestrian trail will
remain on the tow path varying from 4 to 6 feet in width. The bicycle route will be
Shared Lanes along existing paved streets (Figure 3). The third travel surface involves
the marking of existing lanes to create a designated bike lane (Figure 4). The
pavement width along Fenwick Street will not be altered. The 39 foot wide roadway will
accommodate two 5 foot (minimum) striped bicycle lanes. The remaining roadway
sections will not accommodate dedicated bicycle lanes. These areas will be designated
as "Shared Lanes" through signage.
The New Bartram Trail will consist of fill sections, minimizing grading to accommodate
an acceptable pedestrian/bicycle trail. Timber boardwalks may be required to mitigate
impact on environmentally sensitive areas. The proposed cross-section of this trail type
is shown as Figure 5.

MAJOR STRUCTURES:
Four pedestrian/bicycle bridges . compatible with light utility/maintenance and
emergency vehicles will be required. The bridges will be required at the following
locations:
. The Augusta Water Works.:... upgrading the existing pedestrian walkway to
provide access from the Augusta Canal tow path with designated parking
areas, Eisenhower Park and local residential neighborhoods.
. Lake Olmstead Bridge - providing access to Lake Olmstead Park, the
Augusta GreenJackets Stadium and primary parking and access terminal.
. Sibley Mill Tail Race.....; constructing a new bridge across the tail race of
the Sibley Mill canal outfall for the New Bartram Trail.
. King Mill Tail Race - constructing. a new bridge across the tail race of the
King Mill canal outfall for the New Bartram Trail.
. Hawks Gully - providing access along the New Bartram Trail over Hawks
Gully.
Additionally, the existing crossing of Hawks Gully will be retrofitted to provide access
along the New Bartram Trail.
The four bridges and Hawks Gully improvements will be of new construction in
accordance with Georgia Department of Transportation Standards and Specifications.
The bridges will be designed by a Georgia Department of Transportation pre-qualified
consultant, Cranston, Robertson & Whitehurst, P.C.
PERMITS REQUIRED:
A permit from the U.S. Army Corps of Engineers - Savannah District may be required
for the construction of the New Bartram Trail portion of the project along the Savannah
River. If required, permit will involve mitigation of impacted wetlands along the
proposed route.
LEVEL OF ENVIRONMENTAL ANALYSIS: CATEGORICAL EXCLUSION
A Categorical Exclusion is anticipated. For purposes of environmental analysis, the
project will be separated into three (3) sections: (1) the canal tow path, (2) surface

street linkages, and (3) the New Bartram Trail. The Area of Potential Effect (A.P.E.) is
currently being prepared for submittal to the Office of Environmental Location, Georgia
Department of Transportation, for review and distribution to the Office of Historic
Preservation with the Georgia Department of Natural Resource.
SECTION 4(F) I SECTION 1 06 INVOLVEMENT:
A Categorical Exclusion is anticipated. The proposed project is designed to enhance
designated historic resources and recreational areas. A Section 4(F) evaluation is
being prepared for review by the Georgia Department of Transportation. The Area of
Potential Effect (A.P.E.) is being prepared for the three (3) separate sections of the
proposed project.
An archeological site visit and inspection was accomplished on June 5, 1998, to
evaluate the New Bartram Trail area. The trail was not considered to be located in a
historically significant area. One open (possibly drinking) water well was noted near the
route; the route will be shifted in this area to avoid impact.
OTHER KNOWN OR SUSPECTED ENVIRONMENTAL ISSUES:
None known.
DESIGN VARIANCES REQUIRED:
None anticipated at the present time.
lEVEL OF PUBLIC INVOLVEMENT:
The Augusta Canal Pedestrian/Bicycle Multi-use Trail was identified in the Augusta
. . .
Canal Master Plan completed in 1994. This project, as part of the overall master plan,
was the result of intense community workshops and input to identify improvements to
protect and enhance the Augusta Canal as a significantresource.
Newspaper articles will be prepared as the concept report is completed and preliminary
designs are prepared. Presentations have been made to the Augusta Canal Authority,
the Augusta-Richmond County Public Works Department, the Augusta-Richmond
County Commission-Council, Augusta-Richmond County Planning & Zoning, the
Columbia County Planning & Zoning Department, and the Columbia County

Engineering Services Committee. A public information meeting wiil be held during the
preliminary design process at approximately 30 percent completion.

RAILROAD INVOLVEMENT:
The CSX Railroad operates a main line from Georgia to South Carolina at the Water
Works pumping station along the Augusta Canal. An existing at~grade crossing at this
location provides vehicular access to the pumping station. An additional crossing of
this railroad will occur ona side trail at Fifteenth Street connecting the multi-use trail
with the Augusta Transit Authority Transfer facility~ This location shall be coordinated
with proposed improvements to the Fifteenth Street corridor (DPM-STP-0048(001).
The proposed improvements would eliminate the railroad crossing in this location.
However, this project's future is uncertain and is currently scheduled in the Long Range
Plan. The proposed trail will cross the CSX Railroad line near the intersection of
Fenwick Street and Eleventh S~reet. These locations are existing at-grade street
crossings. The final crossing ot the CSX Rail line will occur on the New Bartram Trail
connection to the Augusta Canal tow path (a.k.a. Augusta Canal Multi-Use Trail). This
intersection will require an at-grade crossing ot the CSX Railroad at the existing
Goodrich Street crossing. Coordination with the CSX Railroad office will be
accomplished to review the concept report and preliminary development plans. Proper
agreements shall be negotiated that meet Federal-Aid right-ot-way requirements.
Negotiations will not proceed until environmental clearances have been secured.
UTILITIES: The Sponsor will be responsible. tor the identification and, if required,
relocation ot any utility facilities that are .impacted by this project. It is anticipated that
the following utilities have services on the project:
Georgia Power Company
BellSouth
Augusta-Richmond Utilities Department
Any utility costs incurred for relocation will be the responsibility ot the sponsor.
COMMENTS:
1. Right-ot-Way - Once actual right-ot-way limits are established, any required
easements will be acquired as permanent easements meeting Federal-Aid
requirements.

2. Safety Rails at appropriate locations along the tow path will be designed to
conform with the Secretary of Interior's Standards for the Treatment of Historic
Properties, 1995.
3. Project improvements will include landscape enhancements at access terminals
along tow path.
4. Street Crossings - Designated pedestrian/bicycle trail intersections with streets
will be coordinated with the Augusta-Richmond County Traffic Engineer
Department for signal coordination;
5. Future project funding will include an extension of the Tenth Street linkage to
Fenwick Street along the existing right-of-way with the construction of a new
pedestrian/bicycle bridge across the second level canal.
6. Augusta Transit Authority Transfer Facility access will include an option to
incorporate into proposed Greene Street - Fifteenth Street improvements.
7. New Bartram Trail construction may encounter environmentally sensitive areas
requiring elevated trail sections. Timber boardwalks are anticipated in these
areas.
