Through a series of meetings the goal of the committee was to jointly formulate co:nmon guidelines/policies as to how the two airports can work closer together, complementing the services of the other, to enable our community to become better recognized as a regional air service provider and, develop a combined visionary strategy that will bring value to our entire community by identifying an Airport System that will effectively compete with other cities in the Southeast. The committee was made up of the following individuals: Lee Smith (Chair of the committee); Representing Augusta Regional Airport: Ed Skinner, Whitney O'Keeffe, and Ed McIntyre; Representing Daniel Field: Braye Boardman, Ed Tarver, and Richard Isdell; and representing the Augusta Commission: Jerry Brigham and Henry Brigham. In addition, the directors of both airports (Willis "Buster" Boshears and Tim Weegar) participated in numerous meetings and were instrumental in the committee's recommendations. The meetings were very productive and yielded the following recommendations/actions from the committee: >- The committee formally opened up a communication pathway between Augusta Regional and Daniel Field Airports through a series of meetings including the directors of both airports. These meetings led to the creation of the guidelines outlined below. In addition, the committee recommends that the directors of both airports schedule quarterly meetings to discuss ways that they can improve Augusta's Airport System for the citizens of Augusta and the users of both airports. This dialogue should be shared with their respective Airport Commissions. >- The committee formally developed a set of working guidelines (see Attachment 1) that identify areas in which a greater cooperation between the airports will benefit the customers of both airports as well as the city of Augusta. The guidelines are a living document and will change as needed. >- The committee recommends that the Mayor and the Augusta Richmond County Commission formally recognize Augusta's Airport System and adopt the language outlined in Attachment 2. In addition, the committee has outlined in this report the mission statements and goals of both airports (see Attachment 3). The Committee has worked diligently to foster a better working relationship between the two airports/Airport Commissions and is confident that the actions and recommendations above will positively impact a continuing communication between " 2 both airports/Airport Commissions. It is imperative that Augusta's Airport System perseveres to provide positive economic growth for the Greater Augusta area. " 3 Attachment 1 Airport Working Guidelines Submitted by: Mr. Tim Weegar, Augusta Regional Airport Mr. Willis "Buster" Boshears, Daniel Field Airport The airport directors of Augusta's airports have identified three areas in which greater cooperation between the airports will benefit both airports and provide better service to the customers of the airports. AVIATION SERVICES Both airports can, by coordinating efforts, insure that a full range of aviation services is available to all users. These services include: ~ Fuel Sales (leU I OOLL) >- Hangar Storage/Ramp Tiedown (for all sizes of aircraft) ~ Maintenance (Piston/Turbo Prop/Jet) >- Flight Services (Training/Aircraft Rental/Charter) >- Aircraft Repair (painting/upholstery/propeller) >- Airline Services It is important to note that each airport receivesfederal grants andfunding. In addition Daniel receives state grants. Acceptance of this funding precludes the airport from granting exclusive rights to any commercial operator. Each airport must act in accordance with its Rules and Regulations and the Minimum Standards it has developed. The City of Augusta- Richmond County provides aviation services at the Augusta Regional Airport. A privately owned FBO provides these services at Daniel Field. The degree of competition between the airport FBO' s appears to be a matter of contention between the Airport Commissions. Although both airport directors feel there is some level of competition between the two FBO's, they also feel that level of competition is a non-issue and is healthy. GOVERNMENT RELATIONS There are a number of issues affecting both airports, which come before some or all of the following agencies. ~ Federal Aviation Administration >- Georgia Department of Transportation ~ Augusta Planning and Zoning Commission ~ Augusta Fire Department/EMA >- Augusta-Richmond County Commission .... 4 Better cooperation between the airports will aid in the efforts of the airports to work harmoniously with these agencies. CUSTOMER RELATIONS There are many patrons that use or benefit from both Augusta airports, including, but not limited to: >- Citizens and businesses of the Greater Augusta area >- Airline Industry >- Augusta's Medical Complex >- Military Operations >- Masters Week Visitors >- Augusta National Golf Club This Committee believes it is crucial that the two airports coordinate services supplied to each and all of these customers. In addition to the above, the managers of both airports will meet at least annually for the purpose of discussing capital projects at both airports and the funds needed to complete such projects. This information should also be shared with their respective Airport Commissions. .... 5 Attachment 2 RESOLUTION RESOLUTION SUPPROTING AN AIRPORT SYSTEM CONSISTING OF THE AUGUSTA REGIONAL AIRPORT AT BUSH FIELD AND THE DANIEL FIELD AIRPORT. WHEREAS, the Mayor's Joint Aviation Commission Committee was formed in March, 2000, with the objective to develop a clearly defined role and relationship between Augusta's two airports and two Aviation Commissions that will better enhance the Greater Augusta Community; and WHEREAS, the Committee has submitted its report to the Augusta-Richmond County Commission; NOW THEREFORE, BE IT RESOLVED by the Augusta-Richmond Commission that it is the policy of Augusta, Georgia to operate an "Airport System" consisting of the Augusta Regional Airport at Bush Field and the Daniel Field Airport. "Airport System" is defined as " all public use airports and aviation facilities of any type within the logical boundaries of Augusta/Richrnond County, Georgia and under the governmental authority of Augusta, Georgia, necessary to meet current and future air transportation needs, and capable of providing aviation services on a regional basis." BE IT FURTHER RESOLVED that the Aviation Commissions and management of these Airports shall work together to provide such aviation services as may be required for all patrons using Augusta's airports. BE IT FUTHER RESOLVED that the airports must met the needs of the .... 6 businesses and citizens of this entire community as well as customers of the airlines, the general aviation community, the military, the medical community and our Master's week visitors. In doing so, the airports will provide, but not limited to, the following services: >- Airline service and related industries >- Fuel sales >- Aircraft storage >- Aircraft maintenance >- Flight services. BE IT FURTHER RESOLVED that management of Augusta's airports will work together to insure that the airports are operated and maintained in compliance with the rules and regulations of Augusta, Georgia, the Federal Aviation Administration, and the Georgia Department of Transportation. Duly adopted by the Augusta-Richmond County Commission his day of September, 2000. AUGUSTA-RICHMOND COUNTY COMMISSION BY: As its Mayor ATTEST: BY: Clerk .... 7 Attachment 3 Airport Mission Statements & Goals DANIEL FIELD AIRPORT: Mission Statement To provide to all its citizens a cost-effective, high quality general aviation airport which enhances the economic well being and quality of life in the Augusta metropolitan area. Goals To maintain and operate Daniel Field as a safe and efficient general aviation airport in compliance with the rules and regulations of the Federal Aviation Administration, Georgia Department of Transportation and all local ordinances. To improve the airport through prudent use of airport generated revenue and by seeking and securing federal and state grants for all eligible improvement projects. To provide suitable facilities for aviation related events and activities for the public's interest in aviation and when appropriate, allow use of the facilities for non-aviation events that benefit the community. AUGUSTA REGIONAL AIRPORT Mission Statement Augusta Regional Airport at Bush Field is owned by Augusta-Richmond County, which operates a two-airport aviation system. )> Serves as the airport that receives and dispatches commercial air carrier flights, and as such, is a community gateway; >- Works cooperatively with our Armed Forces to move troops and material by military and charter aircraft; >- Conducts air cargo and charter operations; >- Acts as a commercial and military pilot training exercise air field; >- Facilitates and supports the growth of related industry to strengthen the economic base located at the airport; .... 8 It is the highest goal of Augusta Regional Airport to exceed customers' expectations by providing customer service in a safe, secure and professional environment. In the true tradition of Southern hospitality, we will strive to provide the general public with the most courteous and user-friendly service found in the aviation industry. .
