1. Prepare and secure approval of a Charter by the Legislature
for Augusta-Richmond County.

2. Prepare and enact by ordinance a Code of Ethics.
3. Establish and sustain a Comprehensive Employee Training
Academy.
4. Initiate regular periodic Citizen and Employee Opinion
Surveys.
5. Prepare and adopt Fiscal Policy to guide budget preparation
and execution.
6. Conduct a Perfonnance Audit of all functions and approve
Perfonnance Objectives for each department.
7. Assign to the Administrator the responsibility and authority
for Agenda preparation and staff background infonnation
preparation.
8. Provide for the Administrator adequate professional staff to
manage the organization.
9. Establish and utilize Cross Departmental Staff Teams on all
major objectives and issues.
10. Designate a Citizen Service Officer within each department and
division of the government.
11. Review employee promotion practices and establish a written
Promotion Policy.

Completed filling of all Department Director positions:
- Fire Chief (Degreed Professional in Fire Science with 20 years experience
in Fire service).
- EEO* (Graduate University of Georgia School of Law)
- Public Works (Registered Professional Engineer, Graduate of West Point
with MBA from Harvard, previously District Engineer US Army)
- Information Technology* (BS in Computer Science, Information
Technology Director for major local company)
- License & Inspection* (Degreed professional with 20 years building and
zoning experience.)
* Denotes resident of Augusta area.
Hired Environmental and Traffic Engineers (Both are Registered Professional
Engineers) and Assistant Director of Public Works for Facilities Management
(Registered Professional Architect).
Established Augusta Cares Line (821-2300) to answer citizen questions and
resolve citizen concerns.
Implemented Web Site (augusta.co.richmond.gov.us). This site provides
information regarding the Community as well as making the Commission Agenda
available to citizens. .
Completed Classification & Compensation Study, including pay for performance.
Initiate Project Clean Sweep as pilot project to address neighborhood clean up
and blight in the Laney Walker area. This program will be expanded to other
areas of the City as successes are documented and funds are available.
Established new agenda format to provide for the same format for all Agenda
items as well as financial impact.
Resolved Wastewater litigation.
Resolved Claimed Divergence of funds with FAA regarding Bush Field.
Awarded Space Allocation Study.
Resolved Issues Related to Indigent Defense.
