INTRODUCTION
Background
Augusta Utilities Department (AUD) and Systems and Software (5&5) have agreed to engage
in the implementation of 5&5' enQuesta Reporting Portal product. The enQuesta Reporting
Portal will provide Web-based reporting capability and data access to the underlying enQuesta
production information. A robust and easy to use set of tools will enable AUD to quickly and easily
create and distribute reports to their user community. The enQuesta Reporting Portal
integrates the reporting environment with enQuesta allowing for single click access from one
environment to another. Additionally, the enQuesta Reporting Portal is based on Cognos'
ReportNet product, which ultimately will replace Cognos' current Impromptu ad-hoc reporting
tool (which AUD currently has installed). Cognos' ReportNet is both strategic and instrumental to
enQuesta's long-term product direction.
Objectives
. Provide AUD the opportunity to achieve greater efficiencies and data access through the
implementation of 5&5' advanced reporting solution, the enQuesta Reporting Portal and
Cognos' ReportNet, and deliver timely, accurate role-based reports to AUD enQuesta
end-users
. Provide AUD an intuitive, easy to use reporting environment with user-friendly field names
and business rules built in
. Provide a single-click integration between enQuesta and the enQuesta Reporting Portal,
facilitating reporting and data access for AUD end-users
. Provide AUD with immediate return-on-investment and value by delivering five standard
AWWA reports as part of standard enQuesta Reporting Portal deployment. Additionally,
this library of AWWA standard reports is expected to grow and expand over time
. Provide a low-cost of operational maintenance thru a web based reporting toolset that
requires no client side installation
. Enable AUD to create sophisticated reports as well as more accurate reports, on the fly,
with real-data presented as the query or report is being created
. Bring AUD live on 5&5' most current generation reporting toolset and position AUD to take
advantage of enQuesta's long-term strategic direction

General Project Responsibilities
Organizationally, both the Augusta Utilities Department and 5&5 will maintain a consistent set
of responsibilities across each phase of the project. These general responsibilities include:
A. General 5&5 Responsibilities
I. Overall Project Management and adherence with the Project Communications Plan,
including the providing and updating of Project and Resource Plans and monthly Status
Reports, to ensure the successful, on-time delivery and implementation of enQuesta
Reporting Portal.
II. Operational training for key personnel and users to be offered onsite and/or remotely.
III. Joint participation with AUD to create a set of Acceptance Criteria Test Cases for this
Statement Of Work
IV. Services to be provided both remotely and onsite. Night and weekend work included as
necessary .
V. Delivery of five AWWA standard reports as part of the enQuesta Reporting Portal
library .
A. Top 10 Consumption Report
B. Top 10 Revenue Report
C. Work Order Status Report
D. Top Delinquent Accounts Report
E. New Connections Report
VI. Adherence to the terms and conditions contained within the Systems & Software Annual
Software Maintenance and Support Contract (ASMSC).

B. General Augusta Utilities Department Responsibilities
I. Assistance with overall project oversight and management to include ensuring
availability of AUD Functional Subject Matter Experts for input to and participation
during: requirements, specifications, test plans creation and test plan execution
activities
II. Sign off on project related documents and deliverables including: requirements,
specifications, test plans developed and executed covering business critical functional
areas, including interfaces
III. Joint participation with 5&5 to create a set of Acceptance Criteria for this Statement
Of Work
IV. Sign off on developed and executed Acceptance Criteria for the purpose of achieving
system accepta nce
V. Key personnel and user participation in operational training to be offered remotely
and/or onsite. AUD related travel expenses for training in Vermont is to be borne by
AUD.
VI. Provide proper seating space and meeting room space for 5&5 on-site project team
needs, as necessary
VII. Provide proper meeting room space to serve as a Project Conference room, as
necessary
VIII. Assist 5&5 Network & Security personnel with the implementation and testing of a
secure, Cisco 3002-based, authorized remote support connection to the Augusta
Utilities Department (AUD) enQuesta Reporting Portal server.
IX. Adherence to 3rd Party Software maintenance requirements, including:
a. Micro Focus upgrades - Customers not at Micro Focus version "Server
Express" 2.0.10 or above need to upgrade to this level. This is a charged
upgrade from the vendor, as it is a new product entirely
b. Production enQuesta operating systems: IBM AIX or Red Hat Linux
upgrades -
1. Customers running IBM AIX on their production enQuesta server
must be at IBM AIX operating system level 5.2 or greater will need to
upgrade to this level. This may be a charged upgrade from the
vendor.
2. Customers running Red Hat Linux on their production enQuesta
server must be at Red Hat Enterprise Linux AS operating system level
3.0 or greater will need to upgrade to this level to accommodate
enQuesta. This is a charged upgrade from the vendor, as it carries no
annual software maintenance fee from the vendor
c. Microsoft Windows upgrades - Customers running Microsoft Windows Server
2003, for Cognos ReportNet, must be at Windows Server 2003 R2 or
greater will need to upgrade to this level to accommodate the enQuesta
Reporting Portal. This is a charged upgrade from the vendor, as it carries
no annual software maintenance fee from the vendor.
d. Cognos levels - Customers not currently at Cognos ReportNet v1.1 will
need to upgrade to this level to accommodate the enQuesta Reporting
Portal. This upgrade would be provided under the annual software
maintenance program, assuming the Customer is paying maintenance to
Cog nos thru 5&5 for a prior Cog nos ReportNet version.

enQuesta Reporting Portal Implementation Scope
The scope of this project will include an implementation of enQuesta Reporting Portal
functionality. This implementation is targeted for a TBD "Go Live". The specific enQuesta
Reporting Portal implementation scope includes:
A. Implementation of enQuesta Reporting Portal including ReportNet server configuration
and necessary software. It is assumed that ReportNet content stores will reside on the
enQuesta production server. This is to save on additional database licensing costs.
However, if AUD desires, these content stores can be moved to the ReportNet server and
additional database licenses would be required.
B. Integration of enQuesta, via single-click, to the enQuesta Reporting Portal
environment
C. Training and mentoring of AUD's reporting personnel in the enQuesta Reporting Portal
and enQuesta Reporting Portal package. Training attendees must have previously
attended the appropriate Cog nos ReportNet training. 5&5' enQuesta Reporting Portal
onsite training and mentoring is budgeted not to exceed 2 5&5 person days.
D. Cognos public training for up to 2 AUD personnel for a total of 11 days, to include:
I. Cog nos ReportNet Ad-Hoc Querying - Web Based Training for 2 people
II. Cog nos ReportNet Report Authoring I - 2 Days for 2 people
Note: This training may occur before 5&5' enQuesta Reporting Portal training
III. Cog nos ReportNet Report Authoring II - 3 Days for 2 people
Note: This training should occur after 5&5' enQuesta Reporting Portal training
IV. Cognos ReportNet Administer the Reporting Environment - 1 day for 1 person
E. Cog nos ReportNet Licenses - Cog nos ReportNet has different levels of licenses and
versions of the product. Each version or level of license has a corresponding level of
capability / functionality as well as cost. The following outlines the different versions of
Cognos ReportNet and a summary of the product capability:
I. Administrator - View Reports, Set Personal Preferences, Run & Schedule Reports,
Interact with Report Prompts (i.e. Prompted Reports), Output Reports to PDF /
CSV / HTML / Excel etc., Subscribe to Scheduled Reports, Create & Manage Report
Folders, Personalize Standard Reports, Use Query Studio and Report Studio,
Administer ReportNet environment for the Enterprise including server / security /
report scheduling administration, Model Metadata via Framework Manager.
Cost: $7,000 / License
II. Administrator Runtime - To be used ONLY against enQuesta. Provides all the
same capabilities as Administrator with the exception of the ability to Model
Metadata via Framework Manager. Cannot be used on data stores or
environments other than enQuesta.
Cost: $3,500 / License

III. Professional Author - View Reports, Set Personal Preferences, Run & Schedule

CSV / HTML / Excel etc., Subscribe to Scheduled Reports, Create & Manage Report
Folders, Personalize Standard Reports.

i. $640/ License if used against enQuesta & enQuesta Reporting Portal
ONLY. This is a "limited" license.
ii. $950 / License for an "unlimited" license that may be used against any
other AUD data or applications.
VI. Recipient - View Reports, Set Personal Preferences.
Cost:
i. $240 / License if used against enQuesta & enQuesta Reporting Portal
ONLY. This is a "limited" license.
ii. $350 / License for an "unlimited" license that may be used against any
other AUD data or applications.

ENGAGEMENT LOGISTICS
Contract Type
All contracted Software, Hardware and Services will be provided on a Fixed Fee basis. Scope as
laid out in this Statement of Work. Outside of the scope of this Statement of Work, any additional
5&5 software, 3rd Party Software, Hardware, 5&5 Services, 3rd Party Services or Expenses will be
handled either under a separate contract or on a Time and Materials basis.

Out of Scope
For the purpose of clarity, the following items are specifically deemed to be outside of the scope of
this engagement. Both Augusta Utilities Department and 5&5 agree to reserve the right to
enter into negotiations covering items currently known to be outside of scope or not yet currently
defined. It is acknowledged that those negotiations would potentially lead to a Scope Amendment
(Change Order or Contract Amendment) to this project or a separately defined project.
. Any Services required to design, create or convert AUD's existing Impromptu reports
. FMS Reporting Portal Packages are not included. CIS packages only.
