Dear Tom.
W R Toole 'Engineers appreciates this opportunity to propose our
Surveying & Engineering servires to you for the above noted
project. We are familiar with the scope of services involved and
submit to you the following ouUine of work to be accomplished.
. The Boykin Road NeIghborhood Park is located on Boykin Road
near Beckmont Drive (Tax Map 167, Parcel 1.12). The property
consists of 2.21. acres and is currentfy used as a reaeation park
for the neighborhood. There is a ball field, basketball courts, and 8
dirt parking area for use by the visitors.
The park is experiencing some degradation of the facilities due to
erosion caused by uncontrolled storm runoff, Currently. stormwater
runoff sheet-flows across the ball field and across the basketball
courts; creating a channel of water along the southern edge of the
basketball courts and eroding the comer upon it~s exit into Boykin
Roed right-of...way. The' ball field is experiencing some erosion
along the back slope of the outfield area due to concentration of
sheet flow drainage. Additionally, the dirt parking area is releasing
significant amounts of sediment onto Boykin Road.
The solution win be to control the storm runoff from the ball field
and basketball court areas, and to pave the dirt parking area near
Boykin Road. This will be accomplished by the instaUation of storm
drainage infrastructure and erosion control measures to gain an
acceptable ground cover to eliminate further deterioration of the
park campus.

The folloWing outlines the scope of services for this project:

In order to prepare plans for the park improvements, we will initially
prepare a Boundary & Topographic Survey of this site. This will
include the collection of data to depict the boundaries of the
parcel, existing improvements, topography, & roadway data.
The collected data will be translated into digital format for the
preparation of a base map. The base map win depict graphically
the lnfonnation collected during the field survey activities.
The base map will be forwarded to your office for your review and
comment. Once the base map is completed. we will begin
preliminary engineering studies for this project.

The baSe map Will serve-as a baokdrop for -the develop-ment of
plans for this project We will prepare a preliminary layout of the
proposed parking area & proposed storm drainage improvements.
The preliminary plan will be forwarded to your office for review and
comment. We are available to meet with you to discuss the
preliminary plan and to develop a planaccept.8ble your office_ .
Once we agree on a concept plan. we will prepare construction
drawings (Site Plan). This plan will be prepared in accordance with
Richmond County regulations, and will be submitted to their office
for review and comment. The plan will include propOsed grades,
staking informatiOn, erosion control features. and details.
Once the plans have been submitted and approved by RIchmond
County, we will prepare bid documents for the project, These will
be prepared in accordance with Richmond County Public Works
standards for bid proposals. The bid sets wUl be processed
through the nannal channels by Richmond County.

As we have discussed previously, storm water runoff from Boykin Road Park
located at 2397 Boykin Road is causing significant problems to Boykin Road
roadway and drainage system. Soil from this property is eroding onto Boykin Road
and is being transported by storm water runoff into our drainage system,
This project is currently under contract to Mabus Brothers but is at the point that
we will be doing a "Punch List" inspection on the above referenced project. One
phase of the inspection will include examining all drainage structures. If all
structures are not free of soli, slit. debris, etc.. we will require the contractor to
remove any such obstructions prior to our making a final acceptance of this project.
We cannot speak for Mabus Brothers but if they have observed and documented
the soil from the Boykin Road Park washing into Boykin Road and the drainage
system it is possible that they will expect your department to assist in either the soli
removal or payment for a portion of the removal.
We havI3 observed ~oil in the roadway coming from the area where a silt fence has
been imitalled but has been ineffective. This Is also occurring a1 the park entrance
driveway but to a lesser degree.
In addition to all the above, the soil in the roadw:ay is hazardous in itself but is also
causing storm water runoff to leave the gutter area and flow around the soil
obstructing an entire lane during heavy runoff periods, This must be resolved
promptl'( because the County is nabla for this particular situation, Please make it
a priority to resolve this problem at your earliest convenience.
