Toole Engineers, Inc. appreciates this opportunity to provide you with a proposal for professional services regarding the location of manholes along the Spirit Creek Sanitary Sewer Trunk Line. - This proposal outlines the different tasks anticipated for completion of this phase ofth~ project and also provides a compeJ;lsation schedule. Survevine: Services Based on our meeting on August 7, 2001, the following scope of work was outlined: · Establish control at each end of the project. The project will begin where Spirit Creek crosses SR 56 (Mike Padgett Highway) and end where Spirit Creek crosses Old Waynesboro Road. The total length of the project is approximately 21,800 linear feet and includes approximately 80 manholes. · Each manhole will be located,and a depth obtained if accessible. Coordination with Augusta Utilities may be necessary to access manholes ifbolted covers- are found. · At each manhole location the limits of the easement will be staked left/right with tall stakes. Clearing will be limited to only what is necessary to traverse between the manholes and to install the stakes. AUG 2 9 2001 , 349 Greene Street. Flagging will be utilized to delineate the boundary and the basemap will be updated to reflect the wetland boundary. · The basemap, complete with wetlands delineated, will be submitted to the Army Corp of Engineers (ACOE) for, review. A nationwide permit will be requested for maintenance along an existing sanitary sewer with an established easement. Assumptions The scope of work and compensation schedule are based on the following assumptions. · . Location of manholes outside of the project limits, including laterals located off of the trunk line, will be included under a separate contract. . · Easement maps and/or as-builts will be provided far the project limits and stakes will be installed according.to information provided. · A database of property owners will be provided. Toole Engineers will draft a . notificatioilletter to be mailed out to all property owners informing them of the work to be performed. One weeks notice will be allowed for property owners to contact Auglista Utilities, CH2Mhill, or Toole Engineers prior to initiating work. · The fees provided below for environmental services include the field work for delineation of the wetlands, drafting services for revising the basemap, and services to submit the wetlands for acceptance under a nationwide permit. Should the ACOE accept the wetland delineation but require an individual 404. permit rather than a natiowide permit, then additional fees will, be requested. As stated with previous projects, it would be in the . best interest of the Augusta Utilities Department to meet with David Crosby (ACOE) and discuss this project as well as all other projects anticipated for construction. The environmental permitting procedure could. be greatly simplified ifmultiple projects are submitted concurrently. Specifically, if this project is the first phase of a multiple phase maintenance project, it would be easier to .. apply for one permit to cover all maintenance operations along the trunk main. COMPENSATION SCHEDULE. " Professional services for this project will be completed for a lump sum fee of $34,173.00. This fee is baSed'.on the following anticipated man-hours and services: .22 Hours @ $85.00/Hour AO Hours @ $85.00/Hour 200 Hours.@ $100.00/Hour 45 Hours @$45.00/Hour 6 HouTs @ $35.00/Hour . Wetland Delineation 21,800 LF @ $0.26/LF $5,668.00 Nationwide Permit Submittal 1 Each@ $1000~ObIEA ' $1000.00 404 Permit As p~r additional proposal as required. COpy Upon your authorization to proceed, services will be initiated with completion of the informational letter to property owners. Field work will commence one week following. We anticipate approximately five (5) weeks for completion of the field work and another two (2) weeks for reduction of the data into a digital basemap. ,Wetlands will be delineated within three (3) weeks of completing the basemap and basemap revisions will be complete two (2) weeks following. The nationwide permit application will be submitted following' review of the project with Au'gusta Utilities and CH2MHill. This schedule is tentative and may be adjusted should coordination with Augusta Utilities be necessary . .
