We appreciate the opportunity to provide you with a proposal for the above referenced'
project. We are delighted to serve you and the citizens of AugustalRichmond County and
look forward to working with you. '
Our scope of services and fees for providing professional engineering and environmental
services are itemized and attached to the AGGREEMENT FOR THE PROVISION OF UMITED
PROFESSIONAL SERVICES. Additional services that you request or that may become
. necessaly which are not outlined in our Scope of Services, will be charged on the basis of
the attached hourly rate schedule. Reimbursable expenses (printing, telephone, mileage;
etc.) will be charged on the basis of the actual cost plus 15%. We will bill you as outlined
for services'and reimbursable expenses. The above financial arrangements are on the basis
of prompt payment of oUr bills and the orderly and continuous progress of the project
through construction. We would like to begin our services promptly after we receive your
acceptance of this proposal. .
If the proposal satisfactorily sets forth your understanding of our agreement, we would
appreciate your signing the enclosed copy of the agreerrientand returning it to us at your
earliest convenience. Thank you again for considering us for this work. If you should

SCOPE OF SERVICES

PROPOSED SOCCER COMPLEX - MADDOX ROAD

DEPARTMENT OF PARKS AND RECREATION
1) Perform Wetland Delineation and coordinate survey of same within project area. (project
area is approximately 30.5 acres).
2) Prepare Freshwater Wetland Survey Report and apply for jurisdictional determination by the U.S.
Army Corps of Engineers.
3) Prepare Pre-Discharge Notification for submittal to USACOE, if required.
4) Prepare Georgia Erosion and Sedimentation Act General Buffer Variance Application for
submittal to Georgia Department of Natural Resources, Environmental Protection Division
(ref. "State Waters").
5) Meet with the representatives of the USACOE and EPO to review project.
6) Prepare detailed engineering plans for construction to include the following:
a) Site Layout (entrance driveway and roads, parking areas, soccer fields, and storm water
management area).
b) Grading & Storm Orainage Plan (includes preparation of hydraulic and hydrologic
analysis of site with supporting computations for submittal to proper reviewing agencies).
c) Septic system for concessions/restroom building. (Construction documents for building to
be prepared under separate contract.)
d) Storm Water Pollution Prevention Plan per NPOES guidelines and requirements.
e) Waterline extension onto property from Maddux Road. (Off site waterline extension to
property to be prepared under separate contract.)
t) Field irrigation plans.
g) Field and general site lighting plan.
h) Details of construction.

7) Prepare contract documents and technical specifications (project Manual).
8) Assist Owner with solicitation for construction proposals and review of same.
9) Assist Owner with award of contract.
10) Perform periodic inspections and review Contractor's Periodic Payment Requests.
11) Perform final inspection for project close-out.
12) Coordinate topographic survey requirements with a professional land surveyor.
13) Assist AugustalRichmond County (Owner) with preparation of Notice of Intent for Construction
Activity under EPD General Permit GAR 100,000 (provides authorization to discharge
storm water into waters of the State of Georgia under the National Pollutant Discharge Elimination
System).
14) Assist Owner with monitoring, reporting requirements, and retention of records relative
to NPDES GAR 100,000 permit conditions.
15) Assist Owner with preparation of Notice of Termination (NPDES General Permit) of
Construction Activity.
16) Employ services of independent construction cost estimator for budgeting purposes, if required
by AugustalRichmond County Board of Commissioners.
