Highland Ave. Surface Water Treatment Plant
Dear Max:
The attached scope of services as discussed at the meeting on Wednesday, March 25, and modified in
accordarlce with your letter dated April 22, 1998 is proposed to provide design and construction services for the
chemical feed system renewal for the Highland Avenue Water Plant. Our preliminary estimate of construction
cost is $ 570,000 including a 15% contingency.
We propose to provide the outlined basic engineering services for a lump sum of$47,000. Construction
services .to include bid services and contract administration will be provided on an as needed basis; this work is
expected notto exceed $15,000.
We will provide resident inspection services for $5600/month when authorized.
Services not specifically covered in this letter shall be provided in accordance with the attached general outline
of services. For this to serve as our notice please sign and return a copy for our files.

RENEWAL OF CHEMICAL FEED SYSTEM
Scope of Work:
1. Install liquid lime system with foundations, building, pumps, and tanks.
2. Replace one dry lime feeder.
3. Replace the liquid fluoride system and add containment.
4. Also, replace the fluoride dry feeder.
5. Increase liquid alum storage and include tank level indication.
6. Replace the polymer feed system.

ZEL ENGINEERING SERVICES A TT ACHMENT
GENERAL OUTLINE OF SERVICES
FOR AUGUSTA-RICHMOND UTILITIES DEPARTMENT
Engineering Services for Augusta-Richmond Utilities Department for Reports, Design,
Plans, Specifications, Contract Administration and Resident Inspection will be performed
by ZEL Engineers, Inc. as assigned by the Augusta-Richmond County Commission or the
Utillties Department. The project shall be as outlined in the Notice to Perform the Work.
For a general outline of services, definitions, and contractual responsibilities, not
otherwise defined, this agreement shall rely on the 1992 edition of the "Standard Form of
Agfl~ement Between Owner and Engineer for Professional Services" as prepared by the
Engineers Joint Contract Documents Committee and issued by the Engineering Societies.
Engineering fees shall be lump sum with a detailed outline of services included with the
"Notice" to which both parties agree or shall be as otherwise detailed. Environmental and
agency responses, negotiations for easements, other work without prescribed boundaries,
specialized consulting and other additional services or otherwise undefined work shall be
charged at cost plus a 15% fee. The cost shall include salary cost, overhead, and travel
expenses: salary cost is 1.28 x wage rate; overhead is .95 x salary cost. Consultant
services and travel expenses shall be billed at cost plus a 10% fee. On-site services of the
Eng:lneer's Resident Project Representative will be furnished on the basis of $5,600 per
month.
