CAPTION: Approve Reorganization of Utilities Departm~nt
BACKGROUND: Currently the Utllltles Department functions utilizing the
organlzatlon structure as shown on the attached chart
designated Existing Organization. This structtJre has remained
basically unchanged since the deparonent was organized In
June 1996. The Finance Director was added In 1999. The
resignatIon of the Assistant DirectOr, the development of the
preventadve maintenance programs for water dlstrlbudon and
wastewater collection systems, the planned construction of a
new water treatment facility, and the Increasing recognition of
the need to have a strong flnanclal and administrative dlv1slon
,- all combined to emphasize the need for a revision In our
organlzatJon structure. Since CH2MHIII had already performed
a review of our departmental functions In preparing the
Standard Operating Procedures and the Business Plan, we
asked the firm to assist as we planned a reorganIzation.
Attached Is a copy of the recommended reorganization. Th~
proposed reorganlzadon will create four dlvislons- Water
ProductJon; EngineerIng and Construction; Finance and
Administration; and Wastewater Treatment. Each division will
be headed by an Assistant Director. Each division will then
have efficient management capabilities as the system expands
In operation, customer size and facilities. This Is an
arrangement more typical for a large utility operation.

The proposed organization structtJre will provide for a more
efflclent management grouping for the varIous functions of the
Utilities Department. With the present arrangement all
management efforts are directed toward one assistant director
and director. With the proposed arrangement the management
will be located more effectively with each major dMslon.
ApproxImately $ t 50,000 to the 2001 Personnel Budget for
Utilities Department. The Budget has been prepared to Include
the reorganIzation. We needed to do thIs to have an
appropriate figure for the Bond Issue financial proJections.
Do not reorganize and continue to operate under the current
organization structure.
RECOMMENDATION: Approve the proposed reorganIzation of the Utilities
Department.
